Calls on the Council to engage in enhanced cooperation in the field of armament, notably by empowering the European Defence Agency to play its full role in promoting coordination, overseeing commitments, prioritising investment in technologies (including strategic enablers such as air-to-air refuelling, satellite communication, strategic airlift, remotely piloted air systems, cyber defence and the Single European Sky), agreeing on the greater use of coalitions of the willing / core groups, and finding a workable solution for the use of Battlegroups;

NOTING that Iceland and Norway, being fully integrated members of the single European Aviation Market through the Agreement on the European Economic Area, have adhered to the Air Transport Agreement as amended by the Protocol through an Agreement between the United States of America, of the first part, the European Union and its Member States, of the second part, Iceland, of the third part, and the Kingdom of Norway, of the fourth part (hereinafter ‘the Agreement’), of even date, which incorporates the Air Transport Agreement as amended by the Protocol,

4. invite par conséquent le haut représentant/vice-président et les États membres à faire des efforts substantiels pour explorer les synergies dans la double utilisation des capacités stratégiques de transport aérien à des fins civiles et militaires; salue la coopération entre le Centre de suivi et d'information (MIC) et la cellule de planification des mouvements de l'UE (EUMPC) dans le cadre de l'action mise en place par l'Union européenne en réaction à la catastrophe survenue au Pakistan; demande aux États membres d'accroître sensiblement les capacités de transport aérien mises en commun dans le cadre du commandement européen du transport aérien (EATC) tout en veillant au double usage civil et militaire de ces capacités; salue, à cet égard, la proposition de la présidence belge de mettre en place un corps multinational héliporté au sein de l'EATC qui pourrait être mobilisé aussi bien pour des missions civiles que militaires;

Calls therefore on the High Representative/Vice-President and Member States to make substantial efforts to explore synergies in dual civil-military use of strategic airlift capacities; welcomes the cooperation between the Monitoring and Information Centre (MIC) and the European Union Movement Planning Cell (EUMPC) in the EU disaster response effort in Pakistan in this regard; calls on Member States to substantially increase air transport capabilities pooled in the European Air Transport Command (EATC) while ensuring dual civil-military use of these capabilities; welcomes in this regard the proposal by the Belgian Presidency to establish a multinational helicopter corps in the framework of the EATC to be used for both civilian and military tasks;

51. encourage la réalisation de nouveaux progrès dans le domaine de la mise en commun et du partage des moyens pour permettre une augmentation des capacités au meilleur prix, ce qui est plus nécessaire que jamais en ces temps d'austérité budgétaire; salue, en particulier, les actions destinées à combler les lacunes concernant les capacités de transport aérien stratégique, à savoir la création, par un certain nombre d'États membres, d'un commandement européen du transport aérien de même que l'initiative de flotte européenne de transport aérien (EATC); encourage la vice-présidente/ haute représentante et les États membres à suivre les recommandations de l'Agence européenne de défense et à accélérer les travaux visant à identifier d'autres domaines pour lesquels les principes de mise en commun et de partage pourraient être appliqués, y compris dans les domaines de la formation ou du soutien aux missions; salue, à cet égard, la proposition de mettre en place une multinationale héliportée au sein de l'EATC qui pourrait être mobilisée aussi bien pour des missions civiles que militaires;
51. Encourages further progress in the area of the pooling and sharing of assets as a cost-effective way of increasing capabilities, which is all the more relevant in a time of budgetary austerity; welcomes, in particular, activities to address gaps in strategic airlift capabilities, namely the creation, by a number of Member States, of the European Air Transport Command (EATC), as well as the European Air Transport Fleet initiative; encourages the Vice-President/High Representative and the Member States to follow the European Defence Agency's recommendations and to speed up work to identify other areas in which to apply the pooling and sharing principles, including in the field of training or mission support; welcomes in this regard proposals to establish a multinational helicopter wing modelled on the EATC to be used for both civilian and military tasks;

18. prend acte de la tendance à la formation d'alliances stratégiques mondiales dans le secteur du transport aérien et est d'avis que ce phénomène devrait être interprété favorablement dès lors qu'il n'exclut pas du marché les petites compagnies aériennes ou les nouveaux arrivants; appelle de ses vœux une intensification de la coordination entre les décisions de l'autorité de concurrence de la Commission et les objectifs de la politique commune du transport aérien, notamment la nécessité de promouvoir la compétitivité mondiale du secteur européen du transport aérien;
18. Notes the trend towards the formation of global strategic alliances in the air transport sector and believes these should be seen in a positive light, as long as they do not force smaller airlines or new entrants out of the market; calls for closer coordination between the decisions of the Commission's competition authority and the objectives of the common air transport policy and in particular the need to promote the global competitiveness of the European airline industry;
