Acknowledges from the Centre's AAR that during the financial year 2010 around 55 % of the total volume of pages translated was outsourced; notes from its AAR that the Centre took steps to consolidate the management of its translation workflow in 2010 by merging the Demand Management and Freelance Management Sections; acknowledges, in particular, that an external study on validation of the ratio between works carried out internally and outsourcing has been completed and that the calculation model used by the Centre was validated;

(1) Les représentants des gouvernements des Etats membres ont décidé le 29 octobre 1993 que sera créé auprès des Services de traduction de la Commission installés à Luxembourg un Centre de traduction des organes de l'Union qui assurera les services de traduction nécessaires au fonctionnement des organismes et services suivants : - Agence européenne pour l'environnement et réseau européen d'information et d'observation pour l'environnement - Fondation européenne pour la formation - Office d'inspection vétérinaire et phytosanitaire - Observatoire européen des drogues et des toxicomanies - Agence européenne pour l'évaluation des médicaments - Agence pour la santé et la sécurité du travail - Office de l'harmonisation dans le marché intérieur (marques, dessins, modèles, - Unité drogues Europol et Europol La concentration en un centre spécialisé autonome de la capacité destinée à répondre aux besoins de communication multilingue d'un nombre important d'organismes dispersés dans le territoire de l'Union devrait permettre d'éviter les doubles emplois de ressources, les temps morts et la multiplication des services d'appui logistique (terminologie, documentation et bibliothèque, cellules informatiques et télématiques, etc.). Sur proposition de M. Karel Van Miert, la Commission propose au Conseil d'adopter un règlement instituant le Centre de traduction inter agences. 1 On 29 October 1993 the Representatives of the Governments of the Member States decided that a Translation Centre would be established alongside the Commission's translation departments located in Luxembourg to provide translation services for the operation of the following agencies and departments: - the European Environment Agency and the European environment information and observation network; - the European Training Foundation; - the Office for Veterinary and Plant-Health Inspection and Control; - the European Monitoring Centre for Drugs and Drug Addiction; - the European Medicines Evaluation Agency; - the Agency for Health and Safety at Work; - the Office for Harmonization in the Internal Market (trade marks, designs and models; - Europol and the Europol Drugs Unit. Concentrating the capacity required to meet the multilingual communication needs of a number of agencies spread across the territory of the Union in a single autonomous and specialized centre should ensure the most efficient use of resources, reduce downtime and avoid the duplication of logistic support services such as terminology, documentation, libraries, and information and telecommunication services. On a proposal from Mr Van Miert, the Commission is proposing that the Council adopt a Regulation setting up the Translation Centre as an interagency body with budgetary and organizational ties with the agencies concerned and the Commission and having its own legal personality, managerial autonomy and budget. * * * 1 COM(94) 22/2
