11. Welcomes the fact that the CCW Protocol V on Explosive Remnants of War will enter into force in November 2006; is nevertheless convinced that many more States should sign and ratify the CCW and its five Protocols; calls on the Council and the Commission to do everything possible to ensure that all EU Member States duly sign and ratify this protocol and that all beneficiary countries of disarmament assistance do so as well, even if they have not yet acceded to the CCW (i.e. Lebanon);

The Commission has taken due note of the proposal submitted by the International Committee of the Red Cross to address the problems caused by cluster bombs and other 'explosive remnants of war' at the review conference of the UN Convention on the Prohibition or Restriction on the Use of Certain Conventional Weapons.

78. We will pursue our efforts within the framework of the CCW (Certain Conventional Weapons) and the protocols annexed thereto as well as the Ottawa Convention, and will continue to do so within all other relevant international, regional and sub-regional fora.

Sur la base de la nouvelle action commune, l'UE oeuvrera activement en vue de la conclusion, dans les meilleurs délais, d'un accord international efficace sur l'interdiction des mines terrestres antipersonnel dans le monde entier. On the basis of the new joint action, the EU will now work actively towards the achievement at the earliest possible date of an effective international agreement to ban APL worldwide, it will push for universal adherence to the CCW Convention and full implementation of the results of the CCW Review Conference and it will reinforce its support for international mine clearance efforts.
