Application for the annulment of Decision No 103299 of 27 April 2015 of the Directorate General for Infrastructures and Logistics of the European Parliament rejecting the applicants’ bid for lot 75 ‘electricity — power’ in respect of the public procurement procedure INLO-D-UPIL-T-14-A04 concerning the project to extend and modernise the Konrad Adenauer Building in Luxembourg (Luxembourg) and awarding the contract to another tenderer.

83. rappelle l'échec initial de la procédure de sélection dans l'appel d'offres relatif au projet d'extension du bâtiment Konrad Adenauer, parce que les prix proposés par les soumissionnaires étaient nettement plus élevés que ceux estimés à partir du cahier des charges; prend acte de la décision ultérieure du Bureau en 2012 de reformuler l'appel d'offres pour le bâtiment KAD, qui a abouti à des offres nettement moins élevées, permettant le respect du budget initialement convenu pour ce projet immobilier; constate que les travaux ont débuté en septembre 2013, avec un nouveau chef de projet et des accords de partenariat renforcés assortis du soutien du gouvernement luxembourgeois; espère que le budget global initialement convenu pour la construction de l'ouvrage sera respecté, malgré les retards inévitables;
83. Recalls the initial failure to select candidates in connection with the invitation to tender for the Konrad Adenauer Building project because the proposed prices submitted in response to the invitation to tender were considerably higher than the estimates; notes the subsequent decision of the Bureau in 2012 to redesign the calls for tenders for the KAD building, which led to considerably lower offers, allowing for the budget initially agreed upon for this building project to be respected; takes note that works began in September 2013 with a new project manager and enhanced partnership arrangements involving the Luxembourg Government support; expects that the initially agreed global budget for the construction of the project is respected, in spite of the unavoidable delay;

63. prend note des éléments de l'accord-cadre conclu entre les autorités luxembourgeoises et le Parlement concernant l'extension du bâtiment Konrad Adenauer (KAD I et II); relève que cet accord-cadre couvre le terrain, le droit du Parlement de louer tout ou partie des bâtiments et les conditions d'octroi d'un droit de superficie à tout acquéreur des bâtiments;
63. Notes the elements of the framework agreement between the Luxembourg authorities and the Parliament concerning the extension of the Konrad-Adenauer-Building (KAD I and II); the framework agreement covers the land, the Parliament's right to let all or part of the buildings and the terms for granting a right in rem to any purchaser of the buildings;

14. relève avec satisfaction qu'un accord a été conclu avec les autorités luxembourgeoises concernant l'acquisition du bâtiment Konrad Adenauer, et que les dispositions voulues ont été prises dans le budget 2003; se félicite des progrès réalisés dans les négociations avec les autorités françaises à propos du coût d'investissement définitif du bâtiment Louise Weiss; rappelle son soutien à la politique d'acquisition des bâtiments du Parlement et, le cas échéant, aux versements anticipés en vue de réduire la charge financière à moyen et à long terme;
14. Notes with satisfaction that an agreement has been reached with the Luxembourg authorities concerning the purchase of the Konrad Adenauer Building, for which provision was made in the 2003 budget; welcomes the progress achieved in the negotiations with the French authorities as regards the final investment cost of the Louise Weiss Building; reiterates its support for purchasing Parliament's premises and, if appropriate, for making advance payments with a view to reducing the financial burden in the medium and long term;
