TRADUCTIONS EN CONTEXTE

J'ai eu l'occasion d'entendre une partie des débats et je voudrais parler d'affaires constitutionnelles et de Constitution et parler du fait que dans un Québec souverain, nous voudrons éviter les problèmes que vit aujourd'hui le Canada en raison justement de ce laxisme du gouvernement, de ce refus du gouvernement de donner véritablement suite à son engagement constitutionnel que l'on retrouve à l'article 35 de la Loi constitutionnelle de 1982 et qui veut que, je cite le premier paragraphe de cet article, «les droits existants et ancestraux issus de traités des peuples autochtones du Canada soient reconnus et confirmés».
I have had the opportunity to hear part of the debate and I would now like to talk about constitutional issues and the Constitution, and mention that in a sovereign Quebec we will avoid problems such as those faced today by Canada as a result of the laissez-faire attitude of this government, and of its failure to truly follow through on its constitutional commitment as stated in section 35 of the Constitution Act, 1982, which says, and I quote the first subsection “The existing aboriginal and treaty rights of the aboriginal peoples of Canada are hereby recognized and affirmed”.

Finally, the EP Members of the Working Group propose to the Bureau to call on the Committee on Constitutional Affairs (AFCO) to draft, on the basis of the amendments to the IIA endorsed by it, a report on the revision of the Transparency Register, on the basis of Rule 127 on inter-institutional agreements, to be submitted to the Plenary before the end of the current legislative term, in order to ensure that it comes into force with the new legislature.

That is why, having accepted the Secretary-General’s report on party funding and his proposal to create a statute and the European Parliament’s proposal in the previous 2003 report on the need for such a statute – except that the Treaty of Lisbon had not yet been adopted then – and, finally, the Bureau’s decision of 10 January, the Committee on Constitutional Affairs, following a serious hearing with all the political parties, chairmen and secretaries at European level and distinguished professors of economic and constitutional law and following a hearing of Transparency International and the EU Court of Auditors, approved this report, which calls on the European Commission to table a corresponding proposal, so that we can have a real European statute for political parties.
