Yvon Godin: En ce qui concerne le processus de nomination par le gouverneur en conseil au Bureau du Conseil privé, pour chacune des années de 2005 à 2013: a) combien de personnes travaillent au Secrétariat du personnel supérieur et des projets spéciaux et quel est le profil linguistique des postes pour ces personnes; b) combien de nominations ont été effectuées; c) quelle est la liste de tous les postes visés par une nomination du gouverneur en conseil et combien cette liste compte-elle de postes; d) combien d’avis de postes vacants comportent ou ont comporté des exigences linguistiques, (i) quels sont les libellés de ces exigences, (ii) quels critères ont été utilisés pour déterminer ces exigences, (iii) les exigences linguistiques pour chacune des nominations sont-elles comptabilisées, (iv) les institutions fédérales concernées ont-elles été consultées pour l’élaboration de ces exigences linguistiques, (v) le Secrétariat du Conseil du Trésor a-t-il été consulté pour la rédaction de ces avis, (vi) le Commissariat aux langues officielles a-t-il été consulté pour la rédaction de ces avis; e) existe-t-il des lignes directrices pour la désignation linguistique des postes en matière de langues officielles et si oui, (i) quelles sont-elles, (ii) qui les a déterminées, (iii) sont-elles systématiquement consultées avant chaque nomination; f) quelle est la proportion de nominations pour chacune des provinces et pour chacun des territoires; g) quelle est la proportion de francophones nommés et d’anglophones nommés et de quelle manière ces renseignements sont-ils comptabilisés; h) la proportion de francophones et d’anglophones bilingues dans les conseils d’administration visés par les nominations du gouverneur en conseil est-elle comptabilisée et si oui, quelle est-elle?
(Return tabled) Question No. 986 Mr. Yvon Godin: With regard to the Governor in Council appointment process for the Privy Council Office from 2005 to 2013 inclusively: (a) how many people work at the Senior Personnel and Special Projects Secretariat, and what is the language profile for each of their positions; (b) how many appointments were made; (c) what is the list of all the positions granted through Governor in Council appointments and how many positions are on the list; (d) how many of the job postings include or included language requirements, (i) how are these requirements worded, (ii) what criteria were used to determine these requirements, (iii) are the language requirements for each of these positions recorded, (iv) were the federal institutions involved consulted before the language requirements were determined, (v) was the Treasury Board Secretariat consulted regarding the drafting of these postings, (vi) was the Office of the Commissioner of Official Languages consulted regarding the drafting of these postings; (e) are there guidelines for the linguistic designation of positions as regards official languages and, if so, (i) what are they, (ii) who created them, (iii) are they systematically consulted before each appointment; (f) what is the proportion of appointments for each of the provinces and territories; (g) what is the proportion of anglophones and francophones who are appointed and how is this information recorded; and (h) is the proportion of bilingual anglophones and francophones on boards of directors appointed by the Governor in Council recorded and, if so, what is it?

Elle rappelle que le régime linguistique de l'Union européenne définit comme langues officielles et langues de travail des institutions de l'Union les 23 langues actuelles de l’Union , que le JOUE doit paraître dans toutes les langues officielles et que selon le statut des fonctionnaires de l'Union, un avis de concours général doit être publié au JOUE .
It notes that the language rules of the EU provide that the official and working languages of the institutions of the EU are the 23 current languages of the EU , that the OJ must appear in all the official languages and that, according to the Staff Regulations of Officials of the European Union, a notice of open competition must be published in the OJ .

In its view, the purpose of section 23, education rights, was to correct on a national scale the progressive erosion of minority official language groups and to give effect to the concept of equal partnership of the two official language groups in the context of education.

The Commission would like to reassure the Honourable Member that all language versions of the Official Journal (including Polish) contain a summary of every competition notice in the appropriate language, with an indication of how to find the full notice.

La proposition, qui fait actuellement l’objet d’une consultation interinstitutionnelle avant son adoption finale par le collège, n’englobe pas les propositions relatives aux arrangements linguistiques des documents concernant la passation de marchés publics, et en particulier la publication d’avis de marché au Journal officiel de l’Union européenne, ni les termes de référence mis à la disposition des candidats et des soumissionnaires.
This proposal, which is currently subject to an inter-institutional consultation before its final adoption by the College, does not comprise proposals related to the linguistic arrangements of the documents related to the award of public works , and in particular the publication of contract notices in the Official Journal of the European Union and the terms of reference which are made available to candidates and tenderers.

He did a very good job, in our view, on that particular dossier, and we're hoping he will do a comparable job when it comes to recognizing official language minorities in this country.

Je sais que les indépendants ne seront pas d'accord avec moi à ce sujet, mais à mon avis, c'est là de la politique avec un grand P. J'ai proposé que nous envoyions une motion à la Chambre des communes pour déplorer le fait qu'elle néglige le rôle constitutionnel du Sénat, les droits de nos peuples autochtones, ainsi que les groupes de la minorité linguistique officielle.
I know the independents do not agree with that, but it is politics with a capital " P" . I have moved that we send a motion to the House of Commons deploring their ignoring the constitutional role of the Senate, the rights of our aboriginal people, and official minority language groups.
