When it is apparent that there is sufficient evidence to justify initiating a proceeding, the Commission shall, acting in accordance with the procedure laid down in Article 15(2) , initiate the proceeding within 45 days of the lodging of the complaint and shall publish a notice in the Official Journal of the European Communities.
