By 31 July each year, the Commission shall publish in the Official Journal of the European Communities a call for proposals for information measures specifying, inter alia, the priority topics, types of measure and target audiences, the means of implementing them, the deadlines for submitting proposals, the period allowed for implementing the operations involved in the measures, the eligibility requirements, the selection and award criteria, the eligible costs and the method for evaluating applications with a view to awarding grants.

Two amendments to SPDs were analysed at the end of 2002. The first of these was the Basque Country SPD, which experienced a minor re-allocation of appropriations between funding priorities, to reflect the re-allocation of several infrastructure projects run at local and provincial level to the correct measures. Secondly, the Balearic Islands SPD, where, to improve the management of the assistance, appropriations were transferred from the ESF to the ERDF and alterations made to ERDF appropriations by priority (the budget for the "environment" priority was increased and those for the priorities "competitiveness and employment" and "local and urban development" reduced).

In order to guarantee within this framework the development of adequate transport services, in particular to comply with public-service requirements or promote the development of rail freight, Member States may take any measures necessary, under non-discriminatory conditions, to ensure that such services are given priority when infrastructure capacity is allocated.
