I. considérant que la société civile a un rôle crucial à jouer dans la transition démocratique du pays et qu'elle doit être autorisée à agir librement; que le droit d'association va de pair avec le droit d'accéder à des financements, et qu'il en dépend; que les ONG internationales et égyptiennes sont confrontées à une pression croissante, à des opérations hostiles, à des actes de harcèlement et à des intimidations dans le pays; que, le 4 juin 2013, un tribunal pénal du Caire a condamné 43 employés d'ONG étrangères et égyptiennes à des peines allant jusqu'à cinq ans de prison pour activités de la société civile, et a ordonné la fermeture et la confiscation des biens des antennes locales de cinq ONG internationales qui œuvraient en Égypte depuis longtemps, à savoir la fondation Konrad Adenauer, les organisations National Democratic Institute, International Republican Institute, Freedom House et International Center for Journalists; que ces décisions de justice s'inscrivent dans le cadre d'une campagne d'intimidation visant les ONG et orchestrée par le gouvernement égyptien;
I. whereas civil society has a crucial role to play in the democratic transition in Egypt, and must be allowed to operate freely; whereas the right of association goes hand in hand with, and is dependent on, the right to access funding; whereas international and domestic NGOs are facing increasing pressure, hostile attacks, harassment and intimidation in the country; whereas, on 4 June 2013, a Cairo criminal court sentenced 43 foreign and Egyptian NGO workers to up to five years in prison for civil society activities and ordered the closure and the confiscation of assets of local branches of five international NGOs which had been operating in Egypt for a long time, namely the Konrad Adenauer Foundation, the National Democratic Institute, the International Republican Institute, Freedom House and the International Center for Journalists; whereas these court sentences are part of a campaign of intimidation by Egyptian government authorities against NGOs;

The eleven participating organisations are the Airports Council International (Europe), the Association of European Airlines, the International Air Carriers Association, the European Low Fare Airline Association, the European Regions Airline Association, the International Air Transport Association, the International Aviation Handlers’ Association, the European Express Association, the Civil Air Navigation Services Organisation, the European Cockpit Association and the European Transport Workers’ Federation.

Pour éviter d'éventuels problèmes posés par les règles régissant la navigation dans les glaces arrêtées par certaines sociétés de classification, il conviendrait que les États normalisent leurs règles; à cet égard, l'Association internationale des sociétés de classification (International Association of Classification Societies - IACS) ou d'autres grandes associations pourraient uniformiser les prescriptions pour éviter de tels conflits éventuels.
To avoid possible problems with the ice rules laid down by some classification societies, it would be helpful if states standardised their rules; in this regard there could be unified requirements from the International Association of Classification Societies (IACS) or other leading associations in order to avoid such possible conflicts.

Your rapporteur has had extensive contacts with the Association of European Airlines (AEA) and the ACI - European Region.
