A. considérant que les manifestations qui ont débuté il y a plus de deux mois, à la suite de la décision du président Ianoukovitch ne pas signer l'accord d'association avec l'Union, se poursuivent à ce jour dans la capitale et que le mécontentement est en train de s'étendre à d'autres villes, notamment dans les régions orientales de l'Ukraine; considérant que le soulèvement populaire a atteint la plupart des régions d'Ukraine et que l'administration de ces régions est aux mains de la population;
A. whereas the demonstrations that started more than two months ago as a consequence of President Yanukovych’s decision not to sign the Association Agreement with the EU continue to the present day in the capital and the discontent is spreading to other cities, including in eastern regions of Ukraine; whereas the popular uprising in Ukraine has reached a majority of the regions, with the administrations of those regions being under the control of the people;

19. se félicite de la décision de la BEI de s'associer à la BERD et au groupe de la Banque mondiale au titre du plan d'action conjoint des institutions internationales afin d'accroître le soutien aux PME d'Europe centrale et orientale sur la période 2009-2010; note qu'en respectant ses engagements dans le cadre de ce plan (doubler les ressources mises habituellement à la disposition des PME de la région), la BEI a atteint cet objectif bien plus tôt et que l'activité de prêt de la BEI enregistrait 25 % de plus, soit 14 milliards d'euros, à la fin de 2010; invite la BEI à poursuivre dans cette région son étroite coopération entre banques pour le soutien aux PME;
19. Welcomes the decision by the EIB to join the EBRD and the World Bank Group in the joint action plan by the international institutions to step up support for SMEs in Central and Eastern Europe during the period 2009-2010; notes that by fulfilling its commitments under this plan (doubling the resources normally made available to SMEs in the region), the EIB met its target well ahead of schedule and a 25 % increase, corresponding to EUR 14 billion, was recorded in EIB lending activity at the end of 2010; calls on the EIB to continue its close cooperation with banks in this region in supporting SMEs;

L’UE devrait associer la Russie, le Grand Nord de l’Europe, le Groenland, la mer Noire, le Bassin méditerranéen, l’Arctique et la région des Alpes aux efforts d’adaptation au changement climatique.
The EU should involve Russia, Europe's far North, Greenland, the Black Sea, the Mediterranean Basin, the Arctic and the Alpine region into adaptation efforts.

(24) considérant que la Communauté a un rôle important à jouer dans l'action internationale dans le domaine de l'environnement et du développement durable; qu'il est nécessaire de répondre aux défis internationaux, en particulier l'adhésion éventuelle des pays associés d'Europe centrale et orientale et de Chypre, d'accroître la coopération avec les pays méditerranéens et les pays de la région de la mer Baltique, de poursuivre le processus lancé par la conférence des Nations unies sur l'environnement et le développement et les discussions sur le commerce et l'environnement;
(24) Whereas the Community has an important role to play in international action on the environment and sustainable development; whereas there is a need to respond to international challenges, in particular the potential accession of the associated countries of central and eastern Europe and of Cyprus, the need to increase cooperation with the Mediterranean countries and the countries of the Baltic Sea region, the need to carry on the process initiated by the United Nations Conference on Environment and Development and discussions on trade and the environment;

Given that the Alpine region is an exceedingly sensitive area which is suffering, environmentally, to an ever increasing extent from transit traffic between the countries of Central and Eastern Europe and the Mediterranean (on the Brenner route alone, the volume of traffic has been increasing annually over the past ten years by an average of 5.8%, with the result that, in 1999, 33 million tonnes of goods were carried via the Brenner), will the Commission indicate what it plans to do in order to alleviate this enormous burden on the environment of and on the people living in such sensitive regions?

Owing to their geographical position in the Caribbean, the northern edge of South America, the eastern Atlantic in the vicinity of the African coast, and the Indian Ocean, the outermost regions are situated close to third countries tied to the European Union by association agreements (e.g. ACP, Morocco, Mexico, South Africa) or independent preferential arrangements (e.g. Latin America).
