TRADUCTIONS EN CONTEXTE

La Commission: – soutiendra la comparabilité des diplômes, crédits et systèmes d'enregistrement en coopérant et en dialoguant à l’échelle internationale; – améliorera la qualité de la mobilité par le renforcement de la charte Erasmus d'ici à la fin de 2013, y compris au moyen de l’adoption de lignes directrices pour l’auto‑évaluation et le suivi destinées aux EES; – promouvra la mise en œuvre de U‑Multirank, le nouvel instrument pluridimensionnel et international de classement des EES, aux fins d’améliorer la transparence entre les EES ainsi que leur comparabilité et leur référenciation; – soutiendra la coopération avec les agences nationales de promotion et les associations d’anciens étudiants, en échangeant des informations et en coordonnant des actions communes visant à faire la publicité de l’Europe en tant que destination d’études et de recherche de qualité (p. ex. des foires destinées aux étudiants et la conception d’instruments communs de promotion).
The Commission will: – Foster the comparability of qualifications, credits and registration systems through international cooperation and dialogue; – Enhance the quality of mobility through a reinforced Erasmus Charter by the end of 2013 including through guidelines for HEIs for self-assessment and monitoring; – Promote the implementation of U-Multirank, the new multi-dimensional and international ranking tool for HEIs to enhance the transparency, comparability and benchmarking between HEIs; – Support cooperation with national promotion agencies and alumni associations by sharing information and coordinating joint actions in order to market Europe as a high-quality study and research destination (e.g. student fairs and the design of joint promotion tools).

A. considérant qu'il existe en Géorgie un fort consensus national, tous partis confondus, en faveur de l'intégration à l'ouest, y compris de l'adhésion à l'Union européenne et à l'OTAN; que la population géorgienne approuve, à 69 %, la signature d'un accord d'association avec l'Union européenne selon une récente étude du National Democratic Institute for International Affairs ; qu'un tel consensus devrait servir de prémisse à l'atténuation de l'actuel clivage du paysage politique et créer les conditions nécessaires à un dialogue constructif entre les forces de la majorité et des minorités;
A. whereas there is strong national and cross-party consensus in Georgia in favour of integration with the West, including with the EU and NATO; whereas, according to a recent study by the National Democratic Institute for International Affairs, 69 % of the population of Georgia approve the signing of the association agreement with the European Union; whereas such consensus should pave the way towards defusing the current polarisation of the political landscape and create the necessary conditions for a constructive dialogue between majority and minority forces;

33. invite Chisinau et Tiraspol à poursuivre leur dialogue constructif afin de parvenir à un règlement efficace du problème de la Transnistrie et à adopter des mesures concrètes pour améliorer les conditions de vie de sa population; se dit déçu que le cadre «5 + 2» cadre n'ait pas permis jusqu'à présent d'apporter une solution et réclame que l'Union se voie octroyer un rôle accru, en particulier en relevant son statut à celui de partenaire de négociation, et invite toutes les parties concernées à employer l'ensemble des instruments à leur disposition pour jeter les bases d'un dialogue constructif et contribuer à la poursuite rapide des négociations officielles; invite la HR/VP et le SEAE à s'employer activement à la recherche d'une solution globale qui respecte la souveraineté et l'intégrité territoriale de la République de Moldavie, et à promouvoir la confiance en travaillant très étroitement avec les structures compétentes de l'OSCE; souligne qu'il est indispensable de veiller à ce que l'accord d'association s'applique aussi dans tous ses effets à la Transnistrie, qui fait partie intégrante de la République de Moldavie; encourage, à cette fin, les autorités moldaves à sensibiliser l'opinion publique, le monde des affaires et les organisations de la société civile; constate que toute solution devrait être conforme aux principes du droit international et les respecter pleinement;
33. Calls on Chisinau and Tiraspol to continue to engage constructively in order to find an effective solution for the settlement of the Transnistria issue and to take concrete steps to improve the livelihoods of the population; expresses disappointment that so far the ‘5+2’ framework has failed to offer a solution and demands a greater role for the EU, in particular by upgrading its status to that of a negotiating partner, and calls on all parties involved to use all instruments at their disposal to lay the foundations for constructive dialogue and to facilitate the rapid continuation of official talks; calls on the HR/VP and the EEAS to work proactively towards a comprehensive settlement that respects the sovereignty and territorial integrity of the Republic of Moldova and promotes confidence-building, working very closely with the competent structures of the OSCE; highlights the need to ensure that Transnistria, as an integral part of the Republic of Moldova, is covered by the reach and effects of the Association Agreement; encourages the Moldovan authorities, to this end, to reach out to the general population, the business community and civil society organisations; notes that any solution should be in line with and fully respect the principles of international law;

– des instruments de politique étrangère tels que le FED (Fonds européen de développement) et le programme de l’UE sur les routes maritimes critiques pour associer les pays tiers à la protection du transport maritime atlantique, mais également le dialogue international (par l’intermédiaire de l’OMI) et bilatéral avec les partenaires de la région atlantique;
– foreign policy instruments such as the EDF (European Development Fund) and the EU’s Critical Maritime Routes programme to engage third countries in protection of Atlantic shipping, but also through international (through IMO) and bilateral dialogue with partners in the Atlantic region.

99. se félicite des propositions du Conseil visant à l'organisation de dialogues sur les droits de l'homme avec différents pays d'Amérique latine; souligne qu'il serait souhaitable d'y associer les pays d'Amérique centrale; souligne que ces dialogues devraient s'accompagner de demandes fermes, concrètes et tangibles en matière de droits humains, qui imposeront également des obligations aux institutions de l'Union dans le cadre de leurs relations avec les pays concernés; prend acte de la signature du Pacte international relatif aux droits civils et politiques et du Pacte international relatif aux droits économiques, sociaux et culturels par le gouvernement cubain en février 2008; appelle à une ratification sans réserve de ces deux instruments; demande au gouvernement cubain de relâcher tous les prisonniers politiques et de respecter les droits consacrés dans les traités qu'il a signés; prend acte de la décision du Conseil, du 20 juin 2008, de lever les mesures restrictives instituées à l'encontre de Cuba; note que le Conseil décidera, en 2009, de poursuivre ou non la politique de dialogue avec Cuba en fonction des améliorations substantielles qui seront intervenues en matière de droits humains;
99. Welcomes the Council's proposals for launching human rights dialogues with a number of Latin American countries; underlines that those dialogues should go hand in hand with firm, concrete and tangible demands in respect of human rights matters, which will equally impose obligations on the EU institutions in their relations with the countries concerned; stresses the desirability of including the countries of Central America; notes the signing of the International Covenant on Civil and Political Rights and the International Covenant on Economic, Social and Cultural Rights by the Cuban government in February 2008; calls for those Covenants to be ratified without any reservations; asks the Cuban government to release all political prisoners and to honour the rights protected in the signed treaties; notes the Council's decision of 20 June 2008 to lift the informal sanctions with regard to Cuba; notes that the Council will decide in 2009 whether to pursue the political dialogue with Cuba, depending on whether or not there have been significant improvements as regards human rights;

Afin de stimuler l'association plus étroite du secteur privé au processus de transition en Europe centrale et orientale, il convient d'envisager un partenariat avec le secteur privé en complément des programmes d'assistance: L'industrie de l'UE doit être plus étroitement impliquée dans le processus permanent d'information et de consultation avec la Commission et le dialogue international entre l'Europe centrale et orientale et l'Union doit être renforcé à différents niveaux.
To stimulate the private sector's closer involvement in the transition process in Central/Eastern Europe, a partnership with the private sector should be envisaged as a complement to the assistance programmes: EU industry needs to be more closely implied in a constant information and consultation process with the Commission, and the inter-industry dialogue between Central/Eastern Europe and the Union needs to be enhanced at various levels.
