Welcomes the ongoing initiative of the Commission to modernise EU dual-use export controls and its intention to present a new legislative proposal in the first half of 2016 for smart and effective policies to regulate commercial exports of services related to the implementation and use of dual-use technologies, while including effective safeguards in order to prevent such export controls harming scientific and IT security research; underlines that the proposal should also aim to improve coherence and transparency of the export control regime and fully take into account the changing nature of security challenges and the speed of technological development, especially with regard to surveillance and intrusion software equipment; welcomes the agreement reached on 4 December 2013 by the participating states in the Wassenaar Arrangement to adopt controls in the areas of surveillance, law enforcement and intelligence- gathering tools and network surveillance systems; recalls the urgent need to address potentially harmful exports of ICT products and services that can be used in connection with human rights violations in certain third countries, as agreed in the Joint Statement of the European Parliament, the Council and the Commission of April 2014;

9. note que les produits ukrainiens importés sur le marché communautaire les plus compétitifs ne relèvent pas du système de préférences généralisées (SPG) de l'UE, mais que ce système s'est révélé très utile aux producteurs ukrainiens souhaitant pénétrer les marchés des États membres; appelle la Commission et les États membres à envisager un approfondissement de la libéralisation des échanges avec l'Ukraine en prévoyant des arrangements préférentiels spécifiques dans le cadre de la clause dite des droits des travailleurs (qui permet d'accorder un traitement préférentiel aux pays comme l'Ukraine qui ont mis en œuvre les conventions de l'Organisation internationale du travail (OIT) relatives aux droits fondamentaux des travailleurs);
9. Notes that, notwithstanding the fact that the most competitive products imported from Ukraine into the EU are not part of the EU's generalised tariff preferences (GSP) scheme, this system has been extremely helpful to Ukrainian producers wishing to enter the Community markets; calls on the Commission and the Member States to consider further liberalisation vis-à-vis Ukraine by granting eligibility for special preferential arrangements under the so-called "labour rights" clause (grating preferential treatment to countries like Ukraine which have implemented International Labour Organization (ILO) conventions on core labour rights);

Le Conseil européen réuni les 15 et 16 décembre 2005 a invité la Commission européenne à présenter une proposition de nouvelle décision relative aux ressources propres de l'Union européenne ainsi qu'une version modifiée du document de travail sur la ristourne britannique afin de mettre en œuvre ses conclusions sur le financement de l'Union et faire en sorte que les arrangements en matière de ressources propres obéissent au principe d'équité et de progressivité.

The Commission considered that the arrangements limiting Community exports of steel products and the consensus in favour of strict controls on intervention constituted a credible step towards liberalizing trade in steel: - As far as the arrangements concerning trade in steel products are concerned, the status quo vis-a-vis previous provisions concerning both the range of products covered and the rules governing their management has been maintained.
