A. considérant que, le 21 décembre 2012, à la suite d'un procès ouvert le 20 novembre 2012 par le procureur général du Kazakhstan, le tribunal d'arrondissement d'Almaty a interdit le parti d'opposition non enregistré "Alga!", du chef d'extrémisme; considérant que cette interdiction rend M Aliya Turusbekova, l'épouse de Vladimir Kozlov, personnellement responsable;
A. whereas on 21 December 2012, following a lawsuit introduced on 20 November 2012 by Kazakhstan’s Prosecutor-General, the Almaty District Court banned the unregistered opposition party ‘Alga!’ on charges of extremism; whereas the ban makes Aliya Turusbekova, the wife of Vladimir Kozlov, personally liable;

Q. considérant que les partis de l'opposition ont annoncé leur intention d'organiser, le 24 mars 2012, à Almaty, une manifestation de protestation pour marquer d'une pierre blanche le 100 jour écoulé depuis les tueries de Zhanaozen;
Q. whereas the opposition parties have announced plans for a protest rally on 24 March 2012 in Almaty to mark 100 days since the Zhanaozen killings;

P. considérant que les partis et les organisations d'opposition Alga et Azat ainsi que le Mouvement socialiste du Kazakhstan et les médias indépendants, en particulier les journaux Vzglyad , Golos Republik et Respublika , ainsi que la chaîne de télévision par satellite STAN TV, tout comme les syndicats indépendants, y compris l'organisation syndicale Zhanartu, et d'autres organisations de la société civile, font l'objet depuis deux mois d'une répression accrue, qui s'est traduite notamment par l'arrestation de Vladimir Kozlov, chef du parti Alga, et d'Igor Vinyavskiy, rédacteur en chef du journal Vzglyad ; considérant que, le 28 janvier 2012, dans la ville d'Almaty, quelque 1 000 personnes ont participé à une manifestation non autorisée contre la répression, demandant aux autorités de mettre fin aux persécutions politiques;
P. whereas during the last two months, the opposition parties and organisations Alga, Azat and the Socialist Movement of Kazakhstan, as well as independent media including the Vzglyad, Golos Republik and Respublika newspapers and the satellite TV channel STAN TV, and independent trade unions including the Zhanartu union and other civil society organisations, have become targets of intensified repression, with the detention inter alia of the leader of the Alga party Vladimir Kozlov and the editor-in-chief of Vzgyad Igor Vinyavski; whereas on 28 January 2012 around 1000 people in Almaty took part in an unauthorised protest against the repression, calling on the authorities to put an end to political persecution;

8. Believes that Members of the European Parliament who are part of the EC delegation have an essential contribution to make and expects, therefore, that they will have access to EU coordination meetings in Almaty, on the basis of at least observer status with or without speaking rights;
