TFUE, lus notamment à la lumière des principes dégagés par la Cour de justice de l’Union européenne dans l’arrêt rendu le 16 février 2012 [dans les affaires jointes C-72/10 et C-77/10], doivent-ils être interprétés dans le sens qu’ils s’opposent à ce que l’exigence d’un alignement temporel des échéances des concessions constitue un justification adéquate pour une durée des concessions objet de l’appel d’offres qui soit réduite par rapport à la durée des concessions attribuées par le passé?
TFEU, considered also in the light of the principles set out in the judgment of the Court of Justice of the European Union of 16 February 2012 [in Joined Cases C-72/10 and C-77/10], to be interpreted as precluding the possibility that sufficient justification for the shorter period of validity of licences offered for tender, as compared with licences awarded in the past, can be found in the requirement for the licensing system to be reorganised through the alignment of licence expiry dates
