TRADUCTIONS EN CONTEXTE

Afin de compléter ou de modifier certains éléments non essentiels du présent règlement, il importe de conférer à la Commission le pouvoir d'adopter des actes délégués conformément à l'article 290 du traité sur le fonctionnement de l'Union européenne, en ce qui concerne l'agrément des organismes payeurs et des organismes de coordination, les obligations des organismes payeurs en ce qui concerne l'intervention publique, ainsi que les règles sur la teneur de leurs responsabilités en matière de gestion et de contrôle de ces organismes, les mesures à financer sur le budget général de l'Union européenne (ci-après dénommé "budget de l'Union") au titre de l'intervention publique et l'évaluation des opérations y afférentes.
In order to supplement or amend certain non-essential elements of this Regulation, the power to adopt delegated acts in accordance with Article 290 of the Treaty on the Functioning of the European Union (TFEU) should be delegated to the Commission in respect of the accreditation of the paying agencies and coordinating bodies, the obligations of the paying agencies in relation to public intervention, as well as the rules on the content of the management and control responsibilities of those agencies, the measures to be financed by the general budget of the European Union (the Union's budget) under public intervention and the valuation of the operations in connection with public intervention.

Outre un rapport sur les trois premières années de fonctionnement, le Conseil en appelle dans ses conclusions du 24 février 2005 à la mise en œuvre des améliorations du fonctionnement du CEPOL: il considère que le CEPOL peut mieux fonctionner s'il est financé sur le budget général et si le statut des fonctionnaires et autres agents des Communautés européennes est appliqué à son personnel.

Insists that, if the Europe 2020 strategy is to be credible, greater compatibility and complementarity is needed between national budgets of the EU 27 Member States and the EU budget; underlines the greater role the EU budget should play in that respect by pooling resources together ; considers therefore the post 2013 EU budget must focus on key policy priorities of this strategy and should aim at increasing the level of EU expenditures to the agreed own resources ceiling of 1,24% of gross national income (in payments) and 1,31% (in commitments); insists that in the short and medium term the Commission makes a proposal before the end of first semester 2010 to revise the ceilings of the current MFF 2007-13 in order to find extra budgetary means to start implementing the goals of the Europe 2020 strategy, particularly when it comes to financing the proposed flagship initiatives; points out as well to the need to continue exploring new EU financing instruments such as Eurobonds as well as a new financing system for the EU budget, including a financial transactions tax and green taxes; furthermore, underlines the need for the EU budget and all sources of funding to reflect the need to fund the transition towards an environmentally sustainable economy;

Welcomes the progress achieved with the Irish and Dutch presidencies in developing the political dialogue with the European Parliament on CFSP through regular meetings; encourages the incoming Presidency to reinforce this by reaching an agreement with Parliament on the future financing of per diems and on a clearer definition of the border line between EU financing under the first or second pillars and financing by the national budgets for the new operations and other activities; invites the incoming Presidency to be represented in this dialogue, at least at ambassadorial level;
