On 1 October 2015, the Council adopted Decision (CFSP) 2015/1764 in order to permit certain operations concerning specific pyrotechnics in the Common Military List of the European Union, necessary for the use of launchers operated by launch service providers of Member States or established in a Member State, or for the use of launches of space programmes of the Union, its Member States or of the European Space Agency, or for the fuelling of satellites by satellites manufacturers established in a Member State.

Therefore, certain operations concerning specific pyrotechnics referred to in the Common Military List of the European Union , necessary for the use of launchers operated by launch service providers of Member States or established in a Member State, or for the use of launches of space programmes of the Union, its Member States or of the European Space Agency, or for the fuelling of satellites by satellites manufacturers established in a Member State, should be permitted,

41. rappelle par ailleurs les synergies tout aussi importantes à rechercher avec les programmes spatiaux européens et encourage une meilleure coordination entre l'AED, la Commission et l'Agence spatiale européenne au sein de la coopération-cadre européenne, concernant notamment l'observation de la Terre depuis l'espace et la connaissance de l'environnement spatial; appelle à une étroite coordination des programmes MUSIS, GMES et EDRS pour l'observation de la Terre et à l'harmonisation des normes relatives aux infrastructures civiles et militaires de données spatiales; exige que le projet GMES reste financé par le budget de l'Union européenne sous le prochain cadre financier pluriannuel (2014-2020);

Recalls also the equally important synergies to be sought with European space programmes, and encourages further coordination between the EDA, the Commission and the European Space Agency within the European Framework Cooperation, in particular on space-based Earth observation and space situational awareness; calls for close coordination of the MUSIS, GMES and EDRS programmes for Earth observation and for the harmonisation of standards for civilian and military spatial data infrastructures; demands that the GMES project continue to be funded from the EU budget under the next Multiannual Financial Framework (2014-2020);

The Commission has proposed six action lines : 1) Research and technological development - The aim here is to promote greater complementarity and synergy between Community strategy and the programmes of the space agencies, more especially by : - improving coordination between Community programmes such as Esprit, Brite, Euram, Race, medical research, aeronautics, robotics in hostile environments, etc. and the European space programmes which will have need of the new knowledge and technology input from these programmes, - defining and giving effect to a European contribution to the international programme studying the "global change" affecting our planet.
