Pour que les cibles et objectifs inscrits dans la stratégie de l'Union pour une croissance intelligente, durable et inclusive, puissent être atteints, le FEDER devrait, au titre de l'objectif "Coopération territoriale européenne", contribuer aux objectifs thématiques consistant à instaurer une économie fondée sur la connaissance, la recherche et l'innovation y compris par l'intermédiaire du renforcement de la coopération entre les entreprises, en particulier entre les PME, ainsi que de la promotion de l'établissement de systèmes d'échange transfrontaliers d'informations dans le domaine des TIC; à promouvoir une économie qui soit plus verte, plus efficace dans l'utilisation des ressources et plus compétitive, notamment grâce à la promotion de la mobilité transfrontalière durable; à encourager un taux élevé d'emploi favorisant la cohésion sociale et territoriale, en particulier par l'intermédiaire d'activités favorisant le tourisme durable, la culture et le patrimoine naturel dans le cadre d'une stratégie territoriale visant à atteindre une croissance favorable à l'emploi; et à développer les capacités administratives.
In order to deliver on the targets and objectives set out in the Union strategy for smart, sustainable and inclusive growth, the ERDF should contribute under the European territorial cooperation goal to the thematic objectives of developing an economy based on knowledge, research and innovation, including through the fostering of cooperation between businesses, particularly between SMEs, and through the promotion of the establishment of systems for cross-border information exchange in the area of ICT; promoting a greener, more resource-efficient and competitive economy, including through the promotion of sustainable cross-border mobility; fostering high employment that results in social and territorial cohesion, including through activities supporting sustainable tourism, culture and natural heritage as part of a territorial strategy aimed at achieving employment-friendly growth; and developing administrative capacity.

estime indispensable qu'un dialogue ouvert et systématique avec les associations nationales de collectivités locales et régionales soit mis en place très prochainement en vue d'obtenir un consensus entre tous les acteurs impliqués quant à la voie correcte à suivre. Il salue les efforts fournis récemment pour réunir les collectivités locales et régionales au sein d'une association nationale unique sans étiquette politique, destinée à représenter les communautés locales dans leurs relations avec les pouvoirs centralisés. Le Comité invite les autorités de Moldavie à étudier la possibilité d'accorder aux collectivités territoriales le droit d'initiative législative. Il recommande que l'administration publique centrale et les collectivités locales et régionales synchronisent leurs efforts de réforme, ce qui constituerait une occasion favorable pour décider quelles compétences restent du ressort du gouvernement central et quelles autres – assorties des fonds correspondants – peuvent être déléguées, ou, si les capacités administratives sont présentes, transférées à la responsabilité des collectivités territoriales;
considers that, in order to reach a consensus among all stakeholders on the proper approach, an open and systematic dialogue is to be held with the national associations of local and regional authorities; praises the efforts that have recently been made to unite the local and regional authorities of Moldova in one single apolitical national association which would represent local and regional communities vis-à-vis the central authorities; urges the authorities of the Republic of Moldova to consider granting local and regional authorities the right of legislative initiative; recommends that efforts to reform the central public administration be harnessed to efforts to reform local and regional authorities; this would be an appropriate time to decide which competences should remain in the hands of the central government and which, flanked by the necessary funding, can be delegated or, insofar as administrative capacities permit, transferred to the local and regional authorities;

invite les collectivités territoriales à faire usage de mécanismes publics de contrôle environnemental simplifiés et coordonnés, qui facilitent le respect des obligations établies par la législation et soient à même de promouvoir la relation entre les administrations publiques et l'administré, sur la base des principes d'efficacité, de transparence et de responsabilité partagée;
urges local and regional authorities to use simplified, coordinated public mechanisms for environmental monitoring, which make it easier to meet the requirements laid down by legislation and promoting the relationship between administrations and the public based on the principles of efficiency, transparency and shared responsibility;

69. accueille avec satisfaction les réformes actuelles entreprises par les autorités lettones pour restructurer et renforcer leur capacité administrative, qui devraient améliorer la coordination et la transparence des actions administratives et obliger à mieux rendre compte de celles-ci; considère toutefois qu'il est de la plus haute importance de renforcer davantage l'administration publique, en introduisant notamment un nouveau régime de salaires, afin que les salaires du secteur public soient compétitifs; attire également l'attention sur la nécessité d'accélérer la mise en œuvre de la réforme territoriale administrative engagée en 1998;
69. Welcomes the current reforms undertaken by the Latvian authorities aiming at restructuring and reinforcing administrative capacity, which should improve coordination, transparency and accountability of administrative actions; considers, however, that it is of the utmost importance to further strengthen the public administration, notably by ensuring a new salary system with a view to providing competitive remuneration in the public sector; draws attention also to the necessity of speeding up the implementation of the administrative territorial reform started in 1998;

[24] Contracting authority within the meaning of the Public Procurement Directives are "the State, regional or local authorities, associations formed by one or more of such authorities or bodies governed by public law", where "bodies governed by public law" are defined as "any body" established for the specific purpose of meeting needs in the general interest, not having an industrial or commercial character, and having legal personality, and financed, for the most part, by the State, or regional or local authorities, or other bodies governed by public law; or subject to management supervision of those bodies; or having an administrative, managerial or supervisory board, more than half of whose members are appointed by the State, regional or local authorities or by bodies governed by public law".
