On 23 November 2007 the Commission adopted a communication on general adaptation to the PRAC (COM(2007)740 final), in which it identified 225 legislative acts which should also be the subject of adaptation and which figure on three lists: list 1 (‘general list’) - 156 legislative acts that are to be adapted by means of so-called ‘omnibus' amending regulations; list 2 (‘list of instruments undergoing codification’) - 23 instruments that are to be adapted either by means of legislative amendment or by conversion of the codified proposal into a recast, depending on the stage reached in the codification procedure; list 3 (‘list of the other instruments needing adaptation’) which are to be adapted either in the context of a substantial amendment of the basic instrument going beyond the comitology aspects alone or which will be rendered superfluous by their repeal.

Calls on the Intergovernmental Conference to incorporate the draft decision of the European Council establishing the composition of the European Parliament, as set out in Annex 1 to this resolution, in a declaration on Article [9a](2) of the Treaty on European Union as incorporated in the draft amending treaty to be attached to the final act of the said Conference with the proviso that it will be formally adopted in accordance with the procedure laid down in the aforementioned Article [9a](2) immediately after the entry into force of the amending treaty; undertakes, for its part, to act without delay once the amending treaty has entered into force; calls on the European Council to give effect to the aforementioned declaration, as soon as the amending treaty enters into force and in accordance with its provisions, so that the Member States can enact, in good time, the necessary domestic provisions for organising the elections to the European Parliament for the 2009-2014 parliamentary term;

The Council has also published an amendment (Regulation (EC) No 561/2003) transposing the exceptions which are foreseen in Resolution 1452(2002).
