Considérant cela, je soulignerai ce qui m’apparaît comme nécessaire: tout d’abord la promotion de politiques destinées à informer et à éduquer les consommateurs (ce qui vaut pour l’UE comme pour les États membres) grâce à des campagnes, des points d’information et par l’accroissement des ressources allouées aux centres européens des consommateurs; ensuite l’application des réglementations existantes, en renforçant la surveillance des marchés et les mécanismes de régulation, et en exerçant sur les États membres la pression nécessaire afin de récolter correctement les ressources communautaires.
In view of this, I emphasise the need: firstly, to promote policies to inform and educate consumers (on the part of the EU and the Member States) through campaigns, information points and increasing the resources of the European Consumer Centres; secondly, to apply the rules that already exist effectively, strengthening monitoring of the market and regulatory mechanisms and applying pressure on the Member States for the correct collection of Community resources.

Calls on the Commission to make funding available for the training of Member States’ local and regional civil servants who deal with intra-EU migrants in the basics of the EC legislation that applies in their respective fields, and to help administrations in answering questions concerning possible differences and conflicts between national and EC legislation; in this respect welcomes the SOLVIT online problem-solving network provided by the Commission and calls for it to be further strengthened and promoted; hopes that, by increasing human as well as financial resources, Member States will help to bolster the national SOLVIT centres; urges local and regional authorities and Member States to cooperate in exchanges of good practice and in finding effective ways of dealing with the situation of intra-Community migrants;

The aid ceilings fixed under this Communication will be applied regardless of whether the support for the aided project is financed entirely from State resources or partly financed by the Community.

Afin de renforcer l'effet de levier des ressources communautaires en favorisant autant que possible le recours à des sources privées de financement et de mieux prendre en compte la rentabilité des opérations, il convient de diversifier les formes d'intervention du FEP et de différencier les taux d'intervention pour promouvoir l'intérêt communautaire, encourager l'utilisation de ressources financières diversifiées et limiter la participation du FEP en encourageant le recours à des formes d'intervention appropriées.
In order to strengthen the leverage effect of Community resources by favouring, as far as possible, recourse to private sources of financing and to take better account of the profitability of the operations, the forms of assistance available from the EFF should be diversified and the rates of assistance differentiated with a view to promoting the Community interest, encouraging the use of a wide range of financial resources and limiting the contribution of the EFF by encouraging the use of appropriate forms of assistance.

(44) Whereas, to ensure sound management of Community resources, improvements should be made to the forecasting and implementing of expenditure; whereas to that end the Member States should regularly send the Commission their forecasts of the use of Community resources, and any delays in financial implementation should give rise to repayment of advances and to automatic decommitments;

(40) Whereas, in order to strengthen the leverage effect of Community resources by favouring as far as possible recourse to private sources of financing and to take better account of the profitability of the projects, the forms of assistance available from the Structural Funds should be diversified and the rates of assistance differentiated with a view to promoting the Community interest, encouraging the use of a wide range of financial resources and limiting the contribution of the Funds by encouraging the use of appropriate forms of assistance; whereas, to that end, reduced rates of intervention should be established in the case of investments in forms and infrastructure projects which generate substantial revenue; whereas for the purpose of this Regulation, substantial net revenue should be tentatively defined as revenue higher than at least 25 % of the total cost of the investment concerned;
