salue les efforts déployés par les autorités congolaises pour appliquer la législation interdisant le commerce et la transformation des minerais dans les régions où leur exploitation est illégale, notamment dans celles contrôlées par des groupes armés; invite les autorités congolaises à renforcer l'application de la législation et à permettre l'exercice d'un contrôle plus rigoureux sur les contrats miniers et l'utilisation abusive des revenus miniers; invite l'Union à soutenir les efforts de la République démocratique du Congo à cet égard à travers ses politiques de coopération au développement; se félicite du récent accord européen concernant les contrôles liés à l'obligation de diligence raisonnable, notamment auprès des fournisseurs de minerais qui contribuent financièrement aux conflits, comme première étape vers la responsabilisation des entreprises européennes dans ce domaine, et invite instamment l’Union européenne à traduire cet accord par une législation ambitieuse à adopter rapidement.
Welcomes the Congolese authorities’ efforts to implement the legislation which forbids trading in and processing of minerals in areas where there is illegal exploitation of minerals, such as those controlled by armed groups; calls on the Congolese authorities to reinforce the implementation of the legislation and enable more thorough scrutiny regarding mining deals and the misuse of mining revenues; calls for the EU to support the DRC’s efforts in this regard through its development cooperation policies; welcomes the recently agreed European understanding concerning mandatory due diligence checks on suppliers of conflict minerals as a first step to addressing European businesses’ responsibilities in this matter, and urges the EU to translate this understanding into ambitious legislation to be adopted swiftly.

L'accord avec le Parlement européen sur la stratégie poursuivie par l'UE en matière de changement climatique, attendu lors du Conseil européen de décembre, renforcera le rôle moteur que l'Union européenne doit s'efforcer de jouer pour parvenir à un accord international ambitieux sur le changement climatique lors de la conférence des Parties à la Convention-cadre des Nations Unies sur les changements climatiques, organisée à Copenhague à la fin de 2009.

Expresses a preference for the setting up, in accordance with the procedures in force, of: (a) a European network linking its Petitions Committee with those of its national counterparts, the European Ombudsman and the national and local ombudsmen; (b) a meeting of these bodies once during every legislature; (c) an annual seminar to assess cooperation between the European Parliament, the Council and the Commission on the basis of the new Interinstitutional Agreement;
