Le troisième rapport annuel sur la mise en œuvre de l’accord commercial entre l’UE et la Colombie/le Pérou indique qu’après 4 années d’application, les activités commerciales entre l’UE d’une part, et le Pérou et la Colombie d’autre part, ont légèrement diminué, en raison de la chute des cours internationaux des matières premières, les produits minéraux représentant encore une part importante des exportations de la Colombie et du Pérou vers l’UE.

M McDonough (Halifax), appuyée par M. Blaikie (Winnipeg Transcona), propose, Que, de l'avis de la Chambre, le gouvernement en place a saboté la démocratie canadienne en poursuivant une politique commerciale qui accorde des pouvoirs excessifs à des organismes internationaux non élus et n'ayant pas de comptes à rendre et qui sape la capacité des représentants élus du Canada d'agir dans l'intérêt du public; qu'en conséquence, le gouvernement ne devrait pas négocier en vue d'une nouvelle libéralisation du commerce ou de l'investissement au sommet de Seattle de l'Organisation mondiale du commerce (OMC) ou dans le cadre de la Zone de libre-échange des Amériques (ZLEA), tant que ne seront pas mises en place des règles internationales applicables relativement aux normes fondamentales en matière de travail, de protection de l'environnement, de diversité culturelle, de préservation des soins de santé publics et de l'enseignement public et, en général, tant que ne sera pas garanti le droit des gouvernements démocratiquement élus d'agir pour le bien commun; que le gouvernement devrait veiller à ce que soit éliminé le mécanisme de règlement des différends entre investisseurs et l'État stipulé dans le chapitre 11 de l'Accord de libre-échange nord-américain (ALENA), en vertu duquel les sociétés étrangères ont le droit de poursuivre et d'intimider les gouvernements canadiens, comme cela s'est produit dans le dossier du MMT et des exportations d'eau en vrac, et devrait refuser d'inclure un tel mécanisme dans toute autre entente commerciale; que le gouvernement devrait prendre des mesures pour remédier à sa quête irresponsable et exagérée de libéralisation des échanges, qui a causé de très graves difficultés aux agriculteurs canadiens, dont les paiements de soutien intérieurs ont été réduits de 60 p. 100, trois fois plus que le montant requis par les obligations commerciales internationales du Canada.
Ms. McDonough (Halifax), seconded by Mr. Blaikie (Winnipeg Transcona), moved, That, in the opinion of this House, this government has sabotaged Canadian democracy by pursuing a trade policy that gives excessive power to unelected and unaccountable international trade organizations and erodes the ability of Canada's elected representatives to act in the public interest; and That therefore the government should not negotiate any further liberalization of trade or investment at the Seattle meeting of the World Trade Organisation (WTO) or the Free Trade Area of the Americas (FTAA) without first securing enforceable international rules on core labour standards, environmental protection, cultural diversity, the preservation of public health care and public education and, generally, the right of democratically-elected governments to act for the common good; and That the government should seek to eliminate the investor- state dispute mechanism in Chapter 11 of the North American Free Trade Agreement (NAFTA), which gives foreign corporations the right to sue and intimidate Canadian governments as in the cases involving MMT and bulk water exports, and should refuse to include such a mechanism in any other trade agreement; and further That the government should take action to remedy its over- zealous and irresponsible pursuit of greater trade liberalisation, which has caused extreme hardship for Canadian farmers, whose domestic support payments have been slashed by 60%, three times what was actually required by Canada's international trading obligations.
