Chaque État membre a le droit, exceptionnellement et sous réserve que la sécurité ne soit pas mise en péril, de délivrer des autorisations individuelles pour effectuer, sur son territoire, des opérations de transport de marchandises dangereuses qui sont interdites par la présente directive, ou pour effectuer ces opérations dans des conditions différentes de celles établies par la présente directive, pour autant que ces opérations de transport soient clairement définies et limitées dans le temps.
5. Every Member State may, exceptionally and provided that safety is not compromised, issue individual authorisations to carry out transport operations of dangerous goods within its territory which are prohibited by this Directive or to carry out such operations under conditions different from those laid down in this Directive, provided that those transport operations are clearly defined and limited in time.

A resting period of at least 72 hours prevents the repetition of short-distance transport.

(2) Whereas each Member State currently requires all transportable equipment to be used on its territory to undergo certification and inspection, including periodic inspections, by its designated bodies; whereas this practice, requiring multiple approvals if equipment is to be used in more than one State in the course of a transport operation, constitutes an obstacle to the provision of transport services within the Community; whereas action by the Community to harmonise approval procedures is justified in order to facilitate the use of transportable pressure equipment on the territory of another Member State in the context of a transport operation;

(17) considérant qu'il est opportun que les États membres puissent autoriser la circulation sur leur territoire, en transport national de marchandises, de véhicules ou d'ensembles de véhicules dont les dimensions s'écartent de celles fixées par la présente directive, au cas où ces véhicules effectueraient les opérations de transport qui sont définies par la présente directive comme n'affectant pas de façon notable la concurrence internationale dans le domaine des transports, à savoir le cas des opérations effectuées par des véhicules spécialisés et celui des opérations effectuées selon une approche modulaire;
(17) Whereas Member States should be permitted, in national goods transport, to allow vehicles or vehicle combinations with dimensions deviating from those laid down in this Directive to circulate in their territory if the transport operations carried out by such vehicles are defined by this Directive as not significantly affecting international competition in the transport sector, i.e. operations carried out by specialized vehicles and operations carried out according to a modular concept;
