IV. COOPERATION INTERNATIONALE Le Conseil convient : 1. que la coopération en matière de recherche scientifique et technologique entre la Communauté européenne et les pays tiers devrait, en principe, être entreprise sur la base de l'avantage mutuel et en tenant compte, sur la base du principe de subsidiarité, des activités de coopération internationale des Etats membres ; 2. qu'une participation accrue des pays de l'AELE au programme-cadre, entre autres par le biais de l'accord EEE, pourrait apporter une importante valeur ajoutée à l'effort de recherche européen ; 3. qu'une attention particulière devrait être attachée à la coopération en matière de science et de technologie avec les pays d'Europe centrale et orientale et les NEI de l'ancienne Union soviétique, en vue de préserver leur potentiel scientifique considérable ; 4. qu'il convient également d'accorder une attention particulière à la coopération scientifique et technologique avec les pays en développement de manière à respecter leurs priorités respectives, à développer leurs capacités de recherche et à valoriser au maximum les bénéfices qui en résultent pour leur développement social et économique ; 5. que la coopération scientifique et technologique avec les pays tiers industrialisés non européens devrait exclure tout échange de ressources, assurer un équilibre des bénéfices et contribuer à réaliser de manière plus rentable les objectifs du programme-cadre ; 6. qu'Eureka devrait demeurer le principal secteur du soutien des activités de R D qui sont plus proches du marché et que la Commission devrait présenter des propositions visant à améliorer la synergie entre les activités de recherche communautaires et Eureka ; 7. qu'il convient d'améliorer également la synergie avec les activités d'autres organisations internationales ; 8. que la Cost devrait continuer de jouer un rôle important, spécifique et complémentaire en promouvant la coopération scientifique et technologique en Europe par le biais de pro ...
IV. INTERNATIONAL COOPERATION The Council agrees that: 1. cooperation in scientific and technological research between the European Community and third countries should in principle be undertaken on the basis of mutual advantage, and taking into account, on the basis of the subsidiarity principle, international cooperation activities of the Member States; 2. increased participation in the Framework Programme by EFTA countries, inter alia through the EEA Agreement, could bring significant added value to the European research effort; 3. particular attention should be paid to cooperation in science and technology with countries of Central and Eastern Europe and the NIS of the former Soviet Union, with a view to preserving their considerable scientific potential; 4. particular attention should also be paid to scientific and technological cooperation with developing countries so as to reflect their respective priorities, develop their capacities for research and maximise the resulting benefits for their social and economic development; 5. scientific and technological cooperation with non-European industrialised third countries should respect the principle of no exchange of funds, ensure a balance of benefits and contribute to achieving more cost-effectively the objectives of the Framework Programme; 6. EUREKA should remain the principal vehicle for supporting research activities which are nearer to the market and the Commission should bring forward proposals to improve the synergy between the Community's research activities and EUREKA; 7. synergy with activities of other international organisations should also be improved; 8. COST should continue to play an important, specific and complementary role by promoting scientific and technological cooperation in Europe through multilateral research projects.

Les Etats membres et la Commission peuvent également désigner jusqu'à deux suppléants qui peuvent représenter le représentant de haut niveau ou le suppléant, lorsque l'un d'eux n'est pas en mesure d'assister à une réunion du groupe ; 4) convient que le président du groupe désigné parmi les représentants des Etats membres exerce son mandat pendant une durée de deux ans à compter de la date de sa désignation ; au cas où le président viendrait à cesser sa fonction avant l'expiration de cette période, la présidence sera assumée par le premier vice-président jusqu'à ce qu'un nouveau président ait été désigné ; 5) est convaincu que le président sera désigné d'un commun accord, mais convient qu'au besoin le président sera élu à la majorité des représentants de haut niveau du groupe ; 6) convient que l'Etat membre dont le représentant est désigné comme président dispose, pendant la durée du mandat de ce dernier, de deux représentants au sein du groupe ; 7) convient que le premier vice-président sera désigné parmi les représentants des Etats membres par la délégation assumant la présidence du Conseil, pendant la durée de son mandat, et qu'un deuxième vice-président sera désigné par la délégation qui assumera la prochaine présidence du Conseil, pendant une période de six mois précédant le début de son mandat ; 8) convient que, si l'Etat membre du président exerce la présidence du Conseil ou s'apprête à le faire, il ne peut désigner un vice-président pendant la durée du mandat du président et le groupe ne disposera de ce fait que d'un seul vice-président pendant cette période ; 8 bis) convient que les règles énoncées aux points 4 à 8 seront réexaminées deux ans après la désignation du premier président du groupe ; Les délégations irlandaise et luxembourgeoise ont déclaré qu'elles étaient favorables à une présidence tournante et non à une présidence élue.
The Member States and the Commission may also appoint up to two alternates who may stand in for the high-level representative or the deputy if either is unable to attend a meeting of the Group; 4. agrees that the Chairman of the Group appointed from among the representatives of the Member States will serve for two years from the date of appointment ; should the Chairman leave office before this period has elapsed, the chair will be taken by the first Vice-Chairman until a new Chairman has been appointed; 5. expresses confidence that the Chairman will be appointed by common accord, but agrees that, if necessary, the Chairman shall be elected by a majority of the high-level representatives of the Group; 6. agrees that the Member State whose representative is appointed Chairman shall have two representatives on the Group, for the Chairman's period of office; 7. agrees that the first Vice-Chairman will be designated from among the representatives of the Member States by the delegation holding the Presidency of the Council, for the duration of its term of office, and that a second Vice-Chairman will be designated by the delegation who is next to hold the Presidency of the Council, for the six month period prior to the commencement of its term of office; 8. agrees that if the Member State of the Chairman holds the Presidency of the Council, or is next in line to do so, then a Vice-Chairman shall not be appointed by that Member State during the Chairman’s period of office and the Group will consequently have only one Vice-Chairman for that period; 8a. agrees that the rules in paragraphs 4 to 8 above shall be reviewed two years after the date of appointment of the first Chairman of the Group; The Irish and Luxembourg delegations stated that they were in favour of a rotating and not an elected presidency.

9. agrees that the Chairman and Vice-Chairmen, together with one representative from the Commission and assisted by the General Secretariat of the Council, will form a preparatory group which will help facilitate the work of the Group; notes the important role of the Commission in supporting the work of the Group, as set out in the Code of Conduct, notably in paragraph I, and in participating in the follow-up work of the Group; notes that, since the Group operates within the framework of the Council, the Secretariat function will be assumed by the General Secretariat of the Council; and is confident that the General Secretariat of the Council and Commission will liaise closely with each other to develop a collaborative approach to ensure an efficient and effective working relationship; 0. agrees that the Group shall meet not less than twice a year at a high level to facilitate a political orientation to the work of the group and that meetings of the group shall be convened by the Chairman on his own initiative or at the request of at least one third of the members of the Group; 1. agrees that, subject to the formal agreement of the Council, and in order to assist the work of the Group one or more sub-groups may be established to consider particular issues ; 2. agrees that the work of the Group shall be confidential; 3. agrees that the reports of the Group forwarded to Council will reflect either the unanimous opinion of its members or the various opinions expressed in the course of the discussion; 4. agrees that, subject to the formal agreement of the Council, any further rules of procedure of the Group may be established ".

SELF-SUFFICIENCY IN BLOOD IN THE EUROPEAN COMMUNITY The Council adopted the following conclusions on self-sufficiency in blood in the European Community: "THE COUNCIL OF THE EUROPEAN UNION, Having regard to Directive 89/381/EEC (3) which provides in particular for special provisions for medicinal products derived from human blood or human plasma, Taking into account the European Parliament Resolution on self- sufficiency in, and safety of, blood and its derivatives in the European Community, Taking into account work carried out by the Council of Europe, APPRECIATES the Commission communication on blood self-sufficiency in the Community; WELCOMES the recommendations made in that communication; REAFFIRMS the need to achieve self-sufficiency in blood and its derivatives in the Member States and the Community, in particular through co-operation between Member States, in accordance with the principle of voluntary, unpaid blood donations; AGREES on the need periodically to update, where appropriate in liaison with the Council of Europe, the studies carried out by the Community regarding blood donations and the availability and use of blood and its derivatives, and on the need to examine the possible consequences for self-sufficiency in blood and derived products in the Community of the emergence of substitute medicinal products; (3) OJ L 181, 28.6.1989, p. 44.
