The overall humanitarian aid plan meets the priority requirements identified during successive evaluation missions conducted by the European Community Humanitarian Office during 1994 in collaboration with the Pan American Health Organization (see IP/94/625 dated 7 July 1994). The priorities are as follows: 1. in the medical field: bolstering grass-roots health structures: supplies of essential medicines, medical and surgical equipment, immunization support, epidemic control measures; 2. in the area of nutrition: nutrition therapy, targeted distribution of food supplements to children, pregnant women and nursing mothers; 3. as regards water supplies and waste-water disposal: increasing the drinking water supply to the neediest urban and rural areas; 4. in the hygiene field: disposal of refuse, the principal factor and vector of epidemics; 5. logistical support: providing essential operational backup; 6. technical assistance from experts for the evaluation and planning of activities for the medium and long term.

Acting through the Directorate General for Credit and Investments, which comes under the authority of Mr Karel Van Miert, the Commission has issued a DM 560 million public loan on behalf of the European Coal and Steel Community. This five-year loan carries an interest rate of 8.625% and is priced at 101.4%.
