Regrets that the role of Europol and Eurojust has so far been underestimated and asks that they be given an enhanced role in strategic intelligence gathering and coordination of investigations of trans-border criminal activities, in cooperation with national police and judicial authorities; also deplores the fact that the anti-terrorist unit created within Europol after 11 September 2001 has been disbanded and asks the European Council for its re-establishment; urges the Member States to transform the European Police Office (Europol) into a genuine Community agency and recommends its immediate reorganisation and reinforcement; recommends the creation of the Office of a European Public Prosecutor and harmonisation of the definition of serious and transnational crimes, both important instruments in the fight against terrorism;

Welcomes the fact that, through accreditation of the Sapard agency, it was finally possible to transfer the administration of Sapard funds to Estonia in June 2001, so that it was possible for initial payments to farmers to be made in September 2001; regrets, in this connection, that the difficulties which arose in 2000 with regard firstly to the substance of programmes and secondly to the setting-up and approval of a paying agency, impeded the structural change which needs to take place in Estonia before accession;

Pursuant to Rule 43(8), the Senate proceeded to the consideration of the Question of Privilege of the Honourable Senator Cools in respect of certain words spoken in the Senate during debate on Item 8 (inquiry) on Thursday, November 8, 2001, which words she believes thwarted her privileges to speak in the Senate, to move adjournments of debate, and to request leave of the Senate to revert; and also, in respect of certain Senators' wrong assertions about her attendance in the Senate; and also, in respect of the confusion that day about certain Senate rules, the resulting imposition of conditions, contrary to the Senate rules, on her speaking in the Senate; and also, in respect of the distraction of the Speaker by certain Table Officers while she was speaking.
