Le 23 mars 2011, le Conseil a adopté la décision 2011/178/PESC (2), modifiant la décision 2011/137/PESC afin de mettre en œuvre la résolution 1973 (2011) du CSNU.
On 23 March 2011, the Council adopted Decision 2011/178/CFSP (2) amending Decision 2011/137/CFSP in order to implement UNSCR 1973 (2011).

La décision 2011/178/PESC prévoit notamment de nouvelles mesures restrictives à l'égard de la Libye, parmi lesquelles une interdiction de vol dans l'espace aérien libyen, une interdiction de survol de l'espace aérien de l'Union par des aéronefs libyens et d'autres dispositions relatives aux mesures introduites dans la décision 2011/137/PESC du Conseil du 28 février 2011 concernant des mesures restrictives en raison de la situation en Libye (2), dont une disposition visant à assurer que ces mesures ne portent pas atteinte aux opérations humanitaires en Libye.
Decision 2011/178/CFSP provides, inter alia, for further restrictive measures in relation to Libya, including a prohibition on flights in Libyan airspace, a prohibtion on Libyan aircraft in the airspace of the Union, and further provisions in relation to the measures introduced in Council Decision 2011/137/CFSP of 28 February 2011 concerning restrictive measures in view of the situation in Libya (2), including a provision to ensure that these measures do not affect humanitarian operations in Libya.

2. Jusqu'à l'entrée en vigueur de la décision mentionnée au paragraphe 1, la décision 2000/178/PESC du Conseil du 28 février 2000 relative au régime applicable aux experts nationaux dans le domaine militaire détachés auprès du secrétariat général du Conseil pendant la période intérimaire(1) reste en vigueur.
2. Until the entry into force of the Decision mentioned in paragraph 1, Council Decision 2000/178/CFSP of 28 February 2000 on the rules applicable to national experts in the military field on secondment to the General Secretariat of the Council during the interim period(1) shall remain in force.
