The role of this group has been strengthened within the last two years by in particular the inclusion of the activities of the Council Working Party responsible for political dialogue in relation to the external dimension aspects of the drugs issue.

It has become an important forum, but its role should be strengthened in terms of coordination between Member States and the monitoring of the implementation of the Consensus, and in terms of advocating humanitarian aid in relation to the other working parties of the Political and Security Committee.

Belgium, the Czech Republic, Sweden and Finland ultimately met the test exit criteria and the Working Party on Schengen Matters (SIS/SIRENE formation) formally endorsed the test results on 15 February 2013.

Following the validation of the proposed "passed" verdict for the Central system, the s-Testa network and the national systems by the Working Party on Schengen Matters (SIS-TECH formation) on 6 February, the Commission declared at Coreper of 20 February that the objectives of the comprehensive test had been met, notably that:

In order to ensure consistency in implementation of the measures referred to in paragraphs 2, 3 and 4, the Commission may, following consultation with the European Network and Information Security Agency (ENISA), the Working Party on the Protection of Individuals with regard to the Processing of Personal Data established by Article 29 of Directive 95/46/EC and the European Data Protection Supervisor, adopt technical implementing measures concerning the circumstances, format and procedures applicable to the information and notification requirements referred to in this Article.

For those of us who had the honour and opportunity to assist in that project and to belong to the Union of the Democratic Centre - that party which, in government, was responsible for the material execution of the transition, aided by other political formations and supported unequivocally by Spanish society and His Majesty the King - our values of freedom and reconciliation enshrined in the Spanish Constitution of 1978 and our call for an end to the two irreconcilable Spains arose from our very deepest convictions.

As a first step, the Commission is setting up certain working parties. They include the working party which will review the progress made to date in implementing policies on climate change, the working party which will investigate carbon capture and storage in geological formations as a means of moderating climate change, the working party which will evaluate the integration of aviation into the Community greenhouse gas trading scheme, the working party which will prepare the review of the Community strategy on reducing emissions of carbon dioxide from light commercial vehicles and the working party which will determine the necessary political adjustments which the European Union needs to follow.

This initiative was given political assent during the meeting of the Working Party on Customs Union on 18 October 2002; formal adoption is expected for the end of January 2003.
