58. is van mening dat als gevolg van de huidige aard van het stelsel voor geografische aanduidingen van wijnen de mogelijkheid zou kunnen worden overwogen om gedurende de eerste fase van de hervorming (2008–2011) Verordening (EG) nr. 510/2006 van de Raad van 20 maart 2006 betreffende de bescherming van geografische aanduidingen en herkomstbenamingen voor landbouwproducten en voedingsmiddelen na de nodige aanpassingen in de nieuwe GMO voor de wijnsector op te nemen; wijst erop dat in de tweede fase van de hervorming (2012–2015), nadat gedurende de eerste fase de geleidelijke classificatie en de uniforme registratie van wijnen is voltooid op zowel nationaal niveau als voor de Gemeenschap als geheel, zou moeten worden onderzocht of het aanbeveling verdient de voorschriften van de toekomstige verordening over de nieuwe GMO voor de wijnsector betreffende de geografische aanduidingen op te nemen in Verordening (EG) nr. 510/2006;

Points out that, regarding areas producing wines with geographical indications it may be advisable for decisions regarding liberalisation to be taken by the regional authorities, given the need to protect the value of investments by wine growers in areas producing wines with geographical indications, to prevent the geographical indication in question from being devalued and to ensure continued product quality control;

Is aware that enrichment has a direct impact on production levels, as it may entail an increase in the quantity produced per hectare; stresses, nevertheless, that the issue of maintaining or abolishing aid for concentrated grape must or rectified concentrated must is closely and inseparably linked to the abolition or maintaining of enrichment with sucrose, bearing in mind also the fall in sugar prices resulting from the reform of the CMO in sugar, the various oenological traditions of the Member States, the advisability and technical feasibility of confining the use of such practices to certain precise maximum quantities, as well as possible alternative uses of must that would have a positive impact on reducing wine surpluses;
32. is zich ervan bewust dat verrijking een directe invloed heeft op de productieniveaus, aangezien het kan leiden tot een toename van de geproduceerde hoeveelheid per hectare; wijst er evenwel op dat het handhaven of afschaffen van steun voor geconcentreerde druivenmost of gerectificeerde geconcentreerde most onlosmakelijk is verbonden met de afschaffing of handhaving van verrijking met sacharose (chaptalisatie), mede in aanmerking genomen de daling van de suikerprijs ten gevolg van de hervorming van de GMO voor suiker, de uiteenlopende oenologische tradities in de lidstaten, de wenselijkheid en technische haalbaarheid van het beperken van dergelijke praktijken tot nauwkeurig afgebakende maximumhoeveelheden, alsook met mogelijke alternatieve vormen van mostgebruik met een positief effect op het terugdringen van de wijnoverschotten;

Whereas it is advisable to permit Member States to apply a reduced rate of the intermediate products duty, on the one hand to products of strengths not exceeding 15 % vol., and on the other hand to natural sweet wines;
Overwegende dat het dienstig is de Lid-Staten toe te staan een verlaagd accijnstarief op tussenprodukten toe te passen voor produkten met een alcoholgehalte van niet meer dan 15 % vol, en voor "van nature zoete wijnen";

Whereas in the case of beer, wine and other fermented berages it is advisable to permit Member States to exempt from duty home-made products which are not produced for commercial purposes;
Overwegende dat het ten aanzien van bier, wijn en andere gegiste dranken wenselijk is de Lid-Staten toe te staan produkten die thuis voor niet-commerciële doeleinden zijn vervaardigd, van accijns vrij te stellen;
