In the context of this Regulation and with respect to wild animals, the role of hunters should also be recognised as instrumental in monitoring diseases due to their experience and knowledge of the diseases affecting wild animals. Similarly hunting associations and holder of hunting rights could also supplement the work of operators in monitoring wild animals.

In order to ensure that wild animals do not pose a significant risk for the spread of transmissible animal diseases the power to adopt acts in accordance with Article 290 of the Treaty on the Functioning of the European Union should be delegated to the Commission, concerning the additional requirements for movements of wild terrestrial animals.

Acknowledges that the value of the illegal trade in wild animal species is estimated to be second only to the international trade in illegal drugs and that the levels of exploitation and trade in some species are so high that their populations are being severely depleted; requires improved monitoring of imports of wild animals and wild animal products so that the Convention on Trade in Endangered Species (CITES) is upheld, and enforcement improved in order to save animals from the threat of extinction; considers that the EU could play a significant role in the control of the international trade in wildlife but needs to reflect more accurately the widespread public opposition to renewed ivory trading throughout Europe and the consistent support of the European Parliament for full protection of elephants under CITES;
20. erkent dat alleen in de internationale handel in illegale drugs meer geld omgaat dan in de illegale handel in wilde diersoorten en dat sommige soorten zo'n hoge handelswaarde hebben en zo erg worden geëxploiteerd dat hun populaties sterk teruglopen; wenst een betere controle op de invoer van wilde dieren en producten van wilde dieren, zodat het Verdrag inzake de handel in bedreigde soorten (CITES) wordt nageleefd en de handhaving wordt verbeterd om ervoor te zorgen dat dieren niet meer door uitsterven worden bedreigd; is van oordeel dat de EU een belangrijke rol bij de controle van de internationale handel in wilde dieren kan spelen, maar dat zij ook beter het in heel Europa wijdverspreide publieke verzet tegen de weer oplevende ivoorhandel moet weerspiegelen, evenals de aanhoudende steun van het Europees Parlement voor de volledige bescherming van olifanten onder CITES;

(v) appropriate hygiene measures be applied by all persons coming in contact with wild animals, to reduce the risk of spread of foot-and-mouth disease virus, which may include a temporary ban on persons having been in contact with wild animals from entering a holding keeping animals of susceptible species,
