C. whereas petitions on environmental issues consistently constitute the primary group of petitions received and those on waste represent an important sub-group, and whereas concern about waste affects citizens very directly throughout the EU, notably as regards the permitting procedure for new waste management facilities or the operation of existing ones, followed by concerns about the overall management of waste;

Reiterates its support for the objective of Russia’s accession to the WTO, which will create a level playing field for the business communities on both sides and greatly help Russian efforts to build a modern, diversified, high-technology economy; calls on Russia to take the necessary steps to remove the remaining obstacles to the accession process, namely Russian export duties, the level of railway fees for goods in transit through Russia, road charges on goods vehicles and the restrictions on imports of meat, milk and plant products, following which the EU should open discussions on a free-trade agreement with the Russian Federation; looks forward to the implementation of more effective policies on several outstanding issues, such as intellectual property rights, radioactive waste, nuclear safety, work permits for EU nationals, etc.; stresses the need for the Russian authorities to ensure that no discriminatory practices whatsoever are employed vis-à-vis EU trading partners and investors and to reconsider the measures taken to tackle the economical crisis, in accordance with the undertaking given at the recent G20 Summit; deplores the fact that Russia is still not honouring its commitment to phase out Siberian overflight payments and calls on Russia to sign the agreement reached on this issue at the summit in Samara; welcomes, in this context, the recent decision by Russia, Belarus and Kazakhstan to abandon their attempt to join the WTO as a single customs union, which could have added years to the negotiations;
4. herhaalt zijn steun voor het streven naar toetreding van Rusland tot de Wereldhandelsorganisatie, waardoor voor de zakenwereld aan beide zijden gelijke concurrentievoorwaarden worden geschapen, en waardoor de Russische inspanningen om een moderne, gediversifieerde, technologisch geavanceerde economie tot stand te brengen in hoge mate zouden worden gesteund; roept Rusland op om de nodige maatregelen te nemen om de resterende hindernissen voor het toetredingsproces weg te nemen, met name Russische uitvoerheffingen en -rechten, de hoogte van de tarieven van het goederenvervoer door Rusland per spoorweg en de beperkingen op de invoer van vlees, melk en plantaardige producten, waarna de EU een begin moet maken met de besprekingen over de sluiting van een vrijhandelsovereenkomst met de Russische Federatie; gaat ervan uit dat er doelmatiger beleid wordt toegepast op een aantal nog niet opgeloste zaken zoals: IPR, radioactief afval, nucleaire veiligheid, werkvergunningen voor EU-staatsburgers, enz.; wijst erop dat de Russische instanties ervoor moeten zorgen dat op alle niveaus niet-discriminerende methoden worden toegepast ten aanzien van partners en investeerders uit de EU, en dat zij maatregelen moeten overwegen om de economische crisis aan te pakken overeenkomstig de toezeggingen die zijn gedaan tijdens de laatste G20-Top; betreurt het dat Rusland zijn toezegging om de betalingen voor vluchten over Siberië geleidelijk af te bouwen niet gestand heeft gedaan en roept Rusland op om de overeenkomst die ter zake is bereikt op de top in Samara te ondertekenen; spreekt in dit verband zijn waardering uit voor het besluit van Rusland, Wit-Rusland en Kazakstan hun poging op te geven als één douane-unie tot de WTO toe te treden, omdat de onderhandelingen daardoor jaren langer zouden hebben geduurd;

Imports into the Community of waste for recovery should be permitted where the exporting country is one to which the OECD Decision applies or is a Party to the Basel Convention.
De invoer van voor nuttige toepassing bestemde afvalstoffen in de Gemeenschap dient te worden toegestaan wanneer het OESO-besluit van toepassing is op het land van uitvoer of wanneer dit land partij is bij het Verdrag van Bazel.

(35 ) Imports into the Community of waste for disposal should be permitted where the exporting country is a Party to the Basel Convention; imports into the Community of waste for recovery should be permitted where the exporting country is one to which the OECD Decision applies or a Party to the Basel Convention; in other cases, however, imports should be allowed only if the exporting country is bound by a bilateral or multilateral agreement or arrangement compatible with Community legislation and in accordance with Article 11 of the Basel Convention.
(35) De invoer van voor verwijdering bestemde afvalstoffen in de Gemeenschap dient te worden toegestaan wanneer het land van uitvoer partij is bij het Verdrag van Bazel; de invoer van voor nuttige toepassing bestemde afvalstoffen in de Gemeenschap dient te worden toegestaan wanneer het OESO-besluit van toepassing is op het land van uitvoer of wanneer dit land partij is bij het Verdrag van Bazel; in andere gevallen dient de invoer evenwel enkel te worden toegestaan indien het land van uitvoer gebonden is door een bilaterale of multilaterale overeenkomst of regeling die verenigbaar is met de wetgeving van de Gemeenschap en in overeenstemming is met artikel 11 van het Verdrag van Bazel.
