12. UNDERLINES the importance of an effective governance framework in which the interactions between the policy definition, the policy oversight, the financial and the technical management and all associated responsibilities of the programme are clear and efficient, taking into account also the need of ensuring the safety and the security of the system; and ASKS the Commission, in view of the experience gained, to examine in detail and report consequently on the effectiveness and suitability of the governance framework which has been established to manage all the tasks stemming from the GALILEO programme, particularly as regards the appropriate management of Galileo missions definition and specifications including their implementation and the effective implementation of measures relating to the safety and security of the system in accordance with the Council Decisions and in the light of the European Union's international commitments as well as its forthcoming contractual relations with the concession holder;
12. ONDERSTREEPT het belang van een doeltreffend bestuurskader, met een duidelijk en efficiënt samenspel tussen de vaststelling van en de controle op het beleid, het financieel en technisch beheer en alle daarmee verband houdende verantwoordelijkheden voor het programma, waarbij tevens rekening moet worden gehouden met de noodzaak om te zorgen voor de veiligheid en de beveiliging van het systeem; en VERZOEKT de Commissie om in het licht van de opgedane ervaring nauwkeurig na te gaan in hoeverre het bestuurskader dat voor het beheer van alle uit het Galileo-programma voortvloeiende taken is gevormd, doeltreffend en adequaat is, met name waar het erom gaat de vaststelling van de taken van Galileo en de specificaties daarvoor, inclusief de uitvoering, in goede banen te leiden, en waar het de effectieve toepassing betreft van de systeembeveiligings- en -veiligheidsmaatregelen waartoe de Raad heeft besloten alsmede in het licht van de internationale verbintenissen van de Europese Unie en haar toekomstige contractuele betrekkingen met de concessiehouder, en vervolgens verslag uit te brengen over haar bevindingen;
