IN-CONTEXT TRANSLATIONS

In accordance with Regulation (EC) No 715/2007, the measures provided for in this Regulation regarding access to vehicle repair and maintenance information, information for diagnostic tools and the compatibility of replacement parts with vehicle OBD systems, should not be restricted to emissions-related components and systems but cover all aspects of a vehicle subject to type-approval within the scope of this Regulation.
Overeenkomstig Verordening (EG) nr. 715/2007 mogen de maatregelen die bij deze verordening worden ingesteld met betrekking tot de toegang tot reparatie- en onderhoudsinformatie, informatie voor diagnoseapparatuur en de compatibiliteit van vervangingsonderdelen met OBD-systemen in voertuigen, niet beperkt blijven tot emissiegerelateerde componenten of systemen, maar moeten zij betrekking hebben op alle aspecten van een voertuig dat binnen het toepassingsgebied van deze verordening aan typegoedkeuring moet worden onderworpen.

(12) In order to enable the Commission to replace adapt the technical requirements of this Regulation with a direct reference to UNECE Regulations No 51 and No 59 once the limit values relating to the new test method are laid down in those Regulations, or to adapt those requirements to technical and scientific developments, the power to adopt acts in accordance with Article 290 of the Treaty on the Functioning of the European Union should be delegated to the Commission in respect of the amendment of the provisions in to amend Annexes to this Regulation related to the test methods and sound levels EU type-approval procedures in respect of sound level of vehicle types and of exhaust systems, methods and instruments for measuring the noise made by motor vehicles, silencing systems, compressed air noise, checks on conformity of production, specifications for test sites, measuring methods for additional sound emission provisions, and measures ensuring the audibility of hybrid and electric vehicles .
(12) Teneinde de Commissie in staat te stellen de technische voorschriften van deze verordening door een directe verwijzing naar de VN/ECE-Reglementen nr. 51 en nr. 59 te vervangen zodra de grenswaarden voor de nieuwe testmethode in die reglementen zijn vastgesteld, of die voorschriften aan technische en wetenschappelijke ontwikkelingen aan te passen, moet aan de Commissie de bevoegdheid worden overgedragen om overeenkomstig artikel 290 van het Verdrag betreffende de werking van de Europese Unie handelingen vast te stellen ten aanzien van de tot wijziging van de bepalingen in de bijlagen bij deze verordening die betrekking hebben op de testmethoden en geluidsniveaus op EU-typegoedkeuringsprocedures op het gebied van geluidsniveaus van voertuigtypen en uitlaatsystemen, methoden en instrumenten om het geluidsemissieniveau van motorvoertuigen te meten, controles van de conformiteit van de productie, specificaties voor testlocaties, meettechnieken voor aanvullende bepalingen inzake geluidsemissie en maatregelen om de hoorbaarheid van hybride en elektrische voertuigen te waarborgen .

The Regulation aims to guarantee a high level of vehicle functional safety, work security and protection of the environment, while harmonising the technical requirements and environmental standards applicable to vehicles, the systems, components and technical entities in relation to acceptance by type.
De verordening heeft tot doel een hoog niveau van functionele voertuigveiligheid, werkveiligheid en milieubescherming te waarborgen, waarbij de technische voorschriften en milieunormen die in het kader van de typegoedkeuring van toepassing zijn op voertuigen, systemen, onderdelen en technische eenheden, worden geharmoniseerd.

3a. At the request of the manufacturer, and until the dates specified in footnote 1 of Annex XIX, Member States shall continue to grant national type-approvals as an alternative to EC vehicle type-approval for the vehicle category M2 or M3 on the condition that the vehicles, their systems, components and separate technical units have been type-approved in accordance with the regulatory acts listed in Part I of Annex IV to this Directive.
3 bis. Op verzoek van de fabrikant blijven de lidstaten tot de in voetnoot 1 van bijlage XIX genoemde tijdstippen als alternatief voor communautaire typegoedkeuring voor voertuigen nationale typegoedkeuring verlenen voor voertuigen van de categorieën M2 of M3, mits voor de voertuigen en de systemen, onderdelen of technische eenheden daarvan typegoedkeuring is verleend overeenkomstig de in deel I van bijlage IV bij deze richtlijn opgesomde regelgevingen.

Such provision will allow for an earlier application of the regulatory acts on a mandatory basis, and at the same time will ease the administrative burden on manufacturers in the changeover from national vehicle approval systems to the EC type-approval system.
