In five instances, the Commission pursued dialogues with Member States on issues regarding the transposition of Directive 94/80/EC (right of EU citizens to participate in municipal elections) and in ten instances regarding the transposition of Directive 93/109/EC (right of EU citizens to participate in European elections).

In a European Union of 25 or more Member States, there is an increased risk that late or incorrect transposition of Directives will cause fragmentation of the internal market and a consequent dwindling of its economic benefits.
