45. Considers that, for the purposes of international trade and the transport of hydrocarbons in the region, it is essential to develop the EU's Black Sea and maritime Danube ports, including oil and gas terminals and intermodal transport infrastructure; considers it necessary to modernise infrastructure in the Black Sea region and establish connections with European transport corridors; calls on the Commission and Member States to expedite the completion of priority trans-European transport projects along axes 7, 18, 21 and 22, as provided for in Annex II to Decision No 884/2004/EC of the European Parliament and of the Council of 29 April 2004 amending Decision No 1692/96/EC on Community guidelines for the development of the trans-European transport network and their progressive assimilation with the TRACECA corridor, the central axis, the south-east axis and the international maritime transport routes, as defined in the communication from the Commission to the Council and the European Parliament on ‘Extension of the major trans-European transport axes to the neighbouring countries – Guidelines for transport in Europe and the neighbouring regions’ (COM(2007)0032) and of Pan-European Transport Corridors 8 and 9;
45. is van mening dat het met het oog op de internationale handel in en het internationaal transport van koolwaterstoffen in de regio van wezenlijk belang is de aan de Zwarte Zee en de Donau gelegen havens van de EU, inclusief olie- en gasterminals en intermodale vervoersfaciliteiten, verder tot ontwikkeling te brengen; acht het noodzakelijk de infrastructuur in het Zwarte-Zeegebied te moderniseren en voor aansluitingen op de Europese vervoerscorridors te zorgen; verzoekt de Commissie en de lidstaten de prioritaire trans-Europese vervoersprojecten langs de assen 7, 18, 21 en 22, zoals vermeld in bijlage II van Beschikking nr. 884/2004/EG van het Europees Parlement en de Raad van 29 april 2004 houdende wijziging van Beschikking nr. 1692/96/EG betreffende communautaire richtsnoeren voor de ontwikkeling van een trans-Europees vervoersnet, snel te voltooien en geleidelijk te integreren in de TRACECA-corridor, de centrale as, de zuidoostelijke as en de internationale zeevaartroutes, zoals omschreven in de Mededeling van de Commissie aan de Raad en het Europees Parlement over „Uitbreiding van de belangrijkste trans-Europese vervoersassen naar de buurlanden − Richtsnoeren voor vervoer in Europa en de naburige regio's” (COM(2007)0032) en van de pan-Europese vervoerscorridors 8 en 9;

18. Notes the strategic importance of the Black Sea region as a production and transmission area for diversification and security of energy supply for the EU; calls on the Council and the Commission to urgently consider increasing their practical support for infrastructure projects of strategic importance; reiterates its support for the creation of new infrastructure and viable transport corridors diversifying both suppliers and routes, such as the trans-Caspian/trans-Black Sea energy corridor and the Nabucco, Constanţa-Trieste and AMBO pipelines, as well as other planned gas and oil transit projects crossing the Black Sea and the INOGATE (Interstate Oil and Gas Transport to Europe) and TRACECA (Transport Corridor Europe - Caucasus - Asia) projects connecting the Black Sea and Caspian Sea regions; calls for social and environmental impact assessments to analyse the impact of the construction of such new transit infrastructures;
18. wijst op het strategisch belang van het Zwarte-Zeegebied als productie- en doorvoergebied voor diversificatie en betrouwbaarheid van de energielevering voor de EU; doet een beroep op de Raad en de Commissie om snel te overwegen hun praktische steun aan infrastructuurprojecten van strategisch belang te verhogen; herhaalt zijn steun voor de aanleg van nieuwe infrastructuur en haalbare transportcorridors voor de diversificatie van zowel leveranciers als routes, zoals de trans-Kaspische/trans-Zwarte Zee energiecorridor en de Nabucco-, Constanta-Triëste- en AMBO-pijpleidingen, alsmede andere geplande projecten voor de doorvoer van olie en gas door de Zwarte Zee en de projecten INOGATE (Interstate Oil and Gas Transport to Europe) en TRACECA (Transport Corridor Europe-Caucasus-Asia) die het Zwarte-Zeegebied en het gebied van de Kaspische Zee met elkaar verbinden; verzoekt om een evaluatie van de sociale en milieugevolgen om de impact van de aanleg van dergelijke nieuwe transportinfrastructuur te onderzoeken;

– Encouraging modal shift and decongesting transport corridors: development of innovative, intermodal and interoperable regional and national transport and logistics networks, infrastructures and systems in Europe and methods for achieving their efficient operational use together with strategies providing transport links for urban and rural regions to corridors and higher-tier transport networks ; cost internalisation; information exchange between vehicle/vessel and transport infrastructure; development of off-shore infrastructures; optimisation of infrastructure capacity, including activities addressing the interoperability and operational optimisation of local, regional, national and European transport networks, further experience with, and development of, the European Rail Traffic Management System .

17. Welcomes the Commission's Communication on Kaliningrad (COM(2001) 26 ) and the subsequent discussions on Kaliningrad, not least under the framework of the Action Plan for the Northern Dimension, in the external and cross-border policies of the European Union 2000-2003, which together recognise the "unique part” that Kaliningrad plays in the strategic trilateral relationship between the EU, the applicant countries (notably Poland and Lithuania) and Russia; regrets however that the Council has yet to announce the adoption of more concrete measures, especially with regard to the four priority issues (movement of goods, movement of people, environmental protection and energy supplies) and urges the Council to propose early progress on the upgrading of the relevant sections of the Pan-European Transport Corridors I (Gdansk-Kaliningrad-Riga) and IX. B (Kaliningrad-Vilnius-Minsk) as a first step in resolving these issues; notes that Kaliningrad is an important trade crossroads and that practically no action is being taken to modernise the relevant section of Transport corridor 1; stresses that if the Corridor is to be fully modernised to encompass Kaliningrad and ensure efficient international trade and free movement of goods, the EU will have to contribute towards the cost of modernisation;
17. is ingenomen met de mededeling van de Commissie over Kaliningrad (COM(2001) 26 ) en de daaropvolgende discussies over Kaliningrad, niet in de laatste plaats in het kader van het actieplan voor de noordelijke dimensie in het buitenlands en grensoverschrijdend beleid van de Europese Unie 2000-2003, waarin de "unieke rol” wordt erkend die Kaliningrad speelt in de strategische trilaterale betrekkingen tussen de EU, de kandidaat-landen (met name Polen en Litouwen) en Rusland; betreurt evenwel dat de Raad toch nog concretere maatregelen moet aankondigen, met name wat betreft de vier prioritaire gebieden (vrij verkeer van goederen, vrij verkeer van personen, milieubescherming en energievoorziening) en dringt er bij de Raad op aan spoedige vooruitgang voor te stellen inzake de verbetering van de relevante trajecten van de pan-Europese vervoerscorridors I (Gdansk-Kaliningrad-Riga) en IX. B (Kaliningrad-Vilnius-Minsk), als een eerste stap in de richting van een oplossing van deze vraagstukken en dat er vrijwel geen maatregelen zijn genomen om het relevante segment van vervoerscorridor I te moderniseren; benadrukt dat Kaliningrad een belangrijk knooppunt van handelswegen is dat momenteel buiten vervoerscorridor I ligt, en dat als die corridor volledig gemoderniseerd moet worden om de stad aan te doen en doeltreffende internationale handel en vrij verkeer van goederen te verzekeren, de Europese Unie in de moderniseringskosten zal moeten bijdragen;
