In its Communication 2008/C 182/08 on the application and future development of Community legislation concerning vehicle emissions from light-duty vehicles and access to repair and maintenance information (Euro 5 and 6) the Commission has suggested a series of OBD threshold limits, which broadly reflect the thresholds applied to most light duty vehicles in the United States and Canada from the year 2013 onwards, where the majority of vehicles’ OBD systems are compliant with the legislation set by the Californian Air Resources Board (CARB).
In haar Mededeling 2008/C 182/08 over de toepassing en de toekomstige ontwikkeling van de Gemeenschapswetgeving met betrekking tot emissies van lichte bedrijfsvoertuigen en de toegang tot reparatie- en onderhoudsinformatie (Euro 5 en Euro 6) heeft de Commissie een reeks OBD-grenswaarden voorgesteld, die in grote lijnen overeenkomen met de grenswaarden die vanaf 2013 gelden voor de meeste lichte voertuigen in de Verenigde Staten en Canada, waar de meerderheid van de OBD-systemen in voertuigen aan de regels van de Californian Air Resources Board (CARB) voldoet.

Many Member States appear to be making use of the 'traffic light' approach to screening and have developed inclusion thresholds (EIA always required - Red), exclusion thresholds (EIA never required - Green) and indicative or guidance thresholds (EIA may be required - Amber).

All of the above thresholds and criteria must be based upon the screening criteria set out in Annex III. In a number of Member States mandatory thresholds have been set for some Annex II projects and where that is the case it is essential that a case-by-case screening procedure is in place for projects that fall below the mandatory thresholds (the 'modified traffic lights' approach - see para. 3.2.3 above).

2. As soon as the quantity of a substance that has already been registered reaches the next tonnage threshold the appropriate additional information required under paragraph 1, as well as any updates of the other elements of the registration in the light of this additional information, shall be submitted to the Agency. The additional information to be submitted shall be provided to the Agency in a time-frame agreed between the registrant and the Agency and in parallel with the manufacturer/importer placing the substance on the market .
2.
