There is increasing recognition that the benefits that human society derives from nature have a very high value and that sustainable human development is dependent upon the continued delivery of these benefits.

In terms of equal opportunities for both genders, there are seven main factors that give rise to discrimination against young women and girls in terms of access to education: (1) economic considerations in socially disadvantaged families favouring education for boys; (2) gender-based prejudices in the choice of field of study; (3) objective gender-based reasons hindering the completion of studies; (4) gender-based reasons preventing young women from raising their level of qualification through further study; (5) society’s prejudices against educated women; (6) a lower level of professional recognition of women with higher education; (7) religious prejudices preventing women from fulfilling their potential in society in certain countries; (8) difficulties concerning access to education for girls and young women from immigrant backgrounds or belonging to ethnic or national minorities.

Human societies have passed through various stages of dominant economic theories. However, whenever the voice of the people was ignored, tensions and reversals swept away both theories and theoreticians.

RECOGNISING that recent extreme weather events in Europe and many other parts of the world have dramatically illustrated how vulnerable human societies are to climate change, and UNDERLINING the need for further international and Community actions and for prevention measures in the fields of climate, energy and transport, as outlined in the 6th EAP, as well as in the field of flood control, refers to the conclusions on the preparation of the Eighth Conference of the Parties (COP8) to the United Nations Framework Convention on Climate Change (UNFCCC) (New Delhi, 23 October to 1 November 2002).

Naturally, human societies cover the whole spectrum, with an infinite variety of original, special characteristics. The European Union sees civilisation as embracing many facets of life: cultural and scientific, philosophical, spiritual, economic, political, social, educational, environmental, and so on.

Demands that immigrants from outside the Community should enjoy the same economic and social rights and be granted the same civil, cultural and political rights, and notably that those residing for a period of over five years in a Member State be entitled to vote in local elections in accordance with the Convention of the Council of Europe; points out that the dignity of the individual is sacrosanct and that inviolable and inalienable human rights form the basis of any human society and are fundamental to peace and justice in the world and must apply without restriction to all people on the territory of the European Union;

PREPARATION FOR THE EUROPE-ASIA MEETING (ASEM) The Council emphasized that the Europe-Asia Meeting to be held in Bangkok on 1 and 2 March 1996 would constitute one of the most important initiatives taken by the European Union and its Member States and by ten of Asia's most dynamic countries since it was designed to establish between Europe and Asia a new partnership that would contribute to the overall development of human societies in the two regions.
