It follows from all the above considerations that the Civil Service Tribunal did not make an error in law in finding that it was appropriate to examine the legality of the decision not to renew the applicant’s temporary contract taking account of the reasons set out in the decision rejecting the complaint, even though those reasons did not appear in the decision of 15 October 2010.
