The provision by an institution to the resolution authority of information necessary to draw up and implement resolution plans, in accordance with Article 11 of Directive 2014/59/EU, including group resolution plans in accordance with Article 13 of that Directive, shall be carried out following the procedure laid down in Article 2 of this Regulation and making use, where applicable, of the templates referred to in Article 3 of this Regulation.

(51) In order to ensure uniform conditions for the implementation of this Directive, implementing powers should be conferred on the Commission relating to: the content of the file which shall accompany the request of non-application of one or more TSIs or parts of them, the details, the format and the transmission modalities of that file; the scope and the content of the EC declaration of conformity and suitability for use of interoperability constituents, its format and the details of the information included in it ; the classification of the notified national rules in different groups with the aim of facilitating the compatibility checks between fixed and mobile equipment; the verification procedures for subsystems, including the general principles, the content, procedure and documents related to the ‘EC’ verification procedure, and to the verification procedure in the case of national rules; the templates for the ’EC’ declaration of verification and for the declaration of verification in the case of national rules and templates for documents of the technical file that has to accompany the declaration of verification; the common specifications relating to content, data format, functional and technical architecture, operating mode and rules for data input and consultation for the register of infrastructure.
(51) Om eenvormige voorwaarden te waarborgen voor de uitvoering van deze richtlijn, moeten aan de Commissie uitvoeringsbevoegdheden worden verleend inzake: de inhoud, bijzonderheden, het formaat en de indieningsmodaliteiten van het dossier dat bij het verzoek tot ontheffing van één of meer TSI's of delen daarvan wordt gevoegd; de werkingssfeer en de inhoud van de EG-verklaring van conformiteit of geschiktheid voor gebruik van interoperabiliteitsonderdelen alsmede het formaat en de in die verklaring opgenomen informatie ; de classificering van de nationale voorschriften in verschillende groepen teneinde de compatibiliteitscontroles tussen vaste en mobiele uitrusting te vergemakkelijken; de procedures voor de keuring van subsystemen, met inbegrip van de algemene beginselen, de inhoud, procedure en documenten betreffende de EG-keuringsprocedure en de keuringsprocedure wanneer nationale voorschriften van toepassing zijn; de modellen voor de EG-keuringsverklaring en voor de keuringsverklaring bij toepassing van nationale voorschriften en de modellen voor het technisch dossier dat bij de keuringsverklaring moet worden gevoegd; de gemeenschappelijke specificaties betreffende de inhoud, het gegevensformaat, de functionele en technische architectuur, de bedrijfsmodus en de regels voor de invoer van gegevens en de raadpleging van het infrastructuurregister.

2. Community institutions and bodies shall, upon request, either inform the applicant of the place where information on the measurement procedures, including methods of analysis, sampling and pre-treatment of samples, used in compiling the information can be found, if it is available, or refer to a standardised procedure that has been used.

(38) Food and feed falling within the scope of this Regulation which have been lawfully placed on the Community market before the date of application of this Regulation should continue to be allowed on the market, subject to the transmission to the Commission by the operators of information concerning the risk assessment, methods for sampling, identification and detection as appropriate, including the transmission of samples of the food and feed and their control samples within six months after the date of application of this Regulation.
(38) Levensmiddelen en diervoeders die binnen het toepassingsgebied van deze verordening vallen en vóór de datum van toepassing van deze verordening wettig in de Gemeenschap in de handel zijn gebracht, mogen in de handel blijven, mits de exploitanten de Europese Autoriteit voor voedselveiligheid binnen zes maanden na de toepassing van deze verordening informatie toezenden over de risicobeoordeling, de bemonsterings-, identificatie- en detectiemethoden voorzover van toepassing, alsmede monsters van het levensmiddel of diervoeder en bijbehorende controlemonsters.

For example, if you look at the European Court of Auditors’ Statement of Assurance and in particular at the representative spot checks carried out by the Court of Auditors for 1998, the following facts emerged with regard to the support system for producers of arable crops: out of the entire random sample taken, a total of 16 substantial errors were found in relation to area. The deviations in these 16 incorrect applications were in ten cases between 0% and 3%, in four cases between 3% and 5% and for only two applications in the entire random sample for the whole Community was the deviation over 5%.
