AB. whereas the technological changes brought about by the internet, personal computing, and, more recently, mobile computing have profoundly changed the informational infrastructure in ways that have had consequences for the business model of more traditional media, and in particular its reliance on the advertisement market, thereby imperilling the survival of media titles that perform an important civic and democratic role; whereas it is therefore the obligation of public authorities, at Member State as well as Union level, to create a ‘toolbox’, to be made available during the present transition period, that will help guarantee the survival of the values and responsibilities of independent media, regardless of whatever technological platform is assumed by them now or in the future; calls on the Commission, in this regard, to conduct a study of the effects of technological change on the media business model and its consequences for media freedom and pluralism;

– (FR) Mr President, Commissioner, ladies and gentlemen, you only have to look at some figures to see the strategic importance of telecommunications and new information technologies in Europe: telecom technologies alone account for one quarter of European growth and 40% of our productivity gains.

In the light of new technologies in the transmission of audiovisual media services, a regulatory framework concerning the pursuit of broadcasting activities should take account of the impact of structural change, the spread of information and communication technologies (ICT) and technological developments on business models, especially the financing of commercial broadcasting, and should ensure optimal conditions of competitiveness and legal certainty for Europe’s information technologies and its media industries and services, as well as respect for cultural and linguistic diversity.
In het licht van nieuwe transmissietechnologieën voor audiovisuele mediadiensten moet een wettelijk kader inzake de uitoefening van televisieomroepactiviteiten rekening houden met de effecten van structurele veranderingen, de verbreiding van informatie- en communicatietechnologieën (ICT) en technologische ontwikkelingen op businessmodellen, in het bijzonder de financiering van commerciële omroep, en moet worden gezorgd voor optimale concurrentievoorwaarden en rechtszekerheid voor Europese informatietechnologie en Europese mediabedrijven en -diensten, alsmede voor eerbiediging van de culturele en taalkundige verscheidenheid.

Points out that, since the beginning of the 21st century, technology and telecommunications tools have unleashed the forces of globalisation on a previously unimagined scale, have 'flattened' communications and labour markets and have contributed to a period of unprecedented innovation, making economies more productive and also connecting global citizens; believes, therefore, that by maximising the power and impact of technology on the economy, further open up the internal market in telecom, energy and research and the industrial sector in particular, Europe can emerge stronger from the current economic turmoil, strengthen the quality and affordability of its health care, advance climate-friendly energy development and deployment, improve education throughout its Member States and promote the prospects of Europe becoming the world's leader in technology and applied technological innovation; points out that the knowledge-based economy needs the development of high-quality services and a broadband strategy able to accelerate the upgrading and extension of networks; takes the view that the Commission proposal within the European recovery plan aiming to achieve full coverage with broadband communication networks by 2010 is a necessary step forward that will allow the European Union to maintain its competitiveness;

A. whereas infrastructure bottlenecks can be a threat to media pluralism and whereas effective monitoring by the national regulatory bodies, as specified in the telecom package, is essential for dealing with media pluralism,

However, new technologies in the transmission of audiovisual media services call for adaptation of the regulatory framework to take account of the impact of structural change, the spread of information and communication technologies (ICT) and technological developments on business models, especially the financing of commercial broadcasting, and to ensure optimal conditions of competitiveness and legal certainty for Europe’s information technologies and its media industries and services, as well as respect for cultural and linguistic diversity.
Nieuwe transmissietechnologieën voor audiovisuele mediadiensten maken evenwel een aanpassing van dit wettelijke kader noodzakelijk zodat rekening kan worden gehouden met de effecten van structurele veranderingen, de verbreiding van informatie- en communicatietechnologieën (ICT) en technologische ontwikkelingen op businessmodellen, in het bijzonder de financiering van commerciële omroep, en kan worden gezorgd voor optimale concurrentievoorwaarden en rechtszekerheid voor Europese informatietechnologie en Europese mediabedrijven en -diensten, alsmede voor eerbiediging van de culturele en taalkundige verscheidenheid.

The European Council called in particular upon "the Community and the Member States, with the support of the EIB, to make available in all European countries low-cost, high-speed interconnected networks for Internet access and foster the development of state-of-the-art information technology and other telecom networks as well as the content for those networks".
