Since we know how important the construction of this pipeline is to Russia, we now have the chance to require, before we grant permission to build it, that Russia commit to certain other environmental projects in order to reduce emissions in the Baltic.

Calls therefore, on the Commission and Member States urgently to take steps, in line with Parliament’s position set out in its resolution of 8 July 2008 on the environmental impact of the planned gas pipeline in the Baltic Sea to link up Russia and Germany, to ensure that projects under the Action Plan properly assess and mitigate the negative environmental effects of the gas pipeline scheme; also considers that Nord Stream itself must be responsible for financing the measures needed to ensure that the Baltic Sea environment is not harmed as a result of the construction of the gas pipeline; calls, at the same time, for projects which are unnecessary because they can be carried out on land to be avoided in future;
10. verzoekt de Commissie en de lidstaten daarom dringend stappen te nemen, overeenkomstig het standpunt van het Parlement zoals vervat in zijn resolutie van 8 juli 2008 over de gevolgen voor het milieu van de geplande gasleiding in de Oostzee tussen Rusland en Duitsland, om ervoor te zorgen dat de negatieve milieueffecten van het gasleidingproject naar behoren worden onderzocht en ingeperkt in het kader van de onder het actieplan vallende projecten; is voorts van oordeel dat Nord Stream zelf verantwoordelijk moet zijn voor de financiering van de nodige maatregelen om ervoor te zorgen dat het milieu in het Oostzeegebied geen schade ondervindt van de aanleg van de gasleiding; dringt er tegelijkertijd op aan dat projecten die onnodig zijn omdat zij aan land kunnen worden uitgevoerd, in de toekomst worden vermeden;

– (IT) Mr President, ladies and gentlemen, the two reports under discussion could not have come at a better time, since they examine the notorious construction of the Baltic pipeline, a project that, in the absence of a serious environmental impact assessment, risks causing an ecological disaster in a sea already suffering, moreover, from a worrying level of pollution.

11. Calls on the Member States and the Commission to ensure that full and independent environmental impact assessments are carried out before decisions are made on all major infrastructure investments, including pipeline projects on sea and land; expresses its conviction that the current debate on the need for better environmental standards for implementation of the Nord Stream pipeline project will help to establish appropriate standards for future undertakings; in this regard, welcomes the recent decision by Nord Stream to commission a study from Finland and Sweden on the environmental risk posed by the existence of munitions dumped on the Baltic seabed after World War II, which contain highly toxic substances;
11. verzoekt de lidstaten en de Commissie ervoor te zorgen dat volledige en onafhankelijke milieueffectbeoordelingen worden uitgevoerd alvorens beslissingen worden genomen over alle belangrijke infrastructuurinvesteringen, waaronder pijplijnprojecten op zee en op het land; is ervan overtuigd dat de huidige discussie over de noodzaak van betere milieunormen voor de uitvoering van het Nord Stream-pijplijnproject zal helpen om de juiste normen vast te stellen voor toekomstige ondernemingen; verwelkomt wat dat betreft de recente beslissing van Nord Stream Finland en Zweden een studie te laten uitvoeren naar de milieurisico's van munitie die na de tweede wereldoorlog op de bodem van de Oostzee is gedumpt en uiterst giftige stoffen bevat;

O. whereas the lifetime of the gas transmission pipeline is estimated at 50 years and the magnitude of the work involved in decommissioning the pipeline system will be similar in scale to that of the planned installation; whereas this aspect should be weighed against the time needed for the complete restoration of flora and fauna to their original state when considering the environmental and economic impact of the project,
