Ook stelt het voor om de meest noordelijke regio's met een zeer geringe bevolkingsdichtheid, alsmede grensoverschrijdende, eiland- en berggebieden te ondersteunen door middel van een speciaal pakket maatregelen met daarin o.m. bijdragen voor ophaalkosten, specifieke maatregelen voor bergweiden, een biodiversiteitspremie en erkenning van bergproducten in het kader van de herziening van het kwaliteitsbeleid van de Europese Unie;
