An early deliverable on food security would be joint work on reinforcing the link between the EC Food Security Thematic Programme, the proposed EU Food Facility, and the African Framework for Food Security outlined in the Comprehensive Africa Agricultural Development Programme (Pillar 3), in particular in the field of agricultural research, food security information systems, improved food security risk management and support to regional and continental farmers' organisations.

The cooperative relationship will involve among others matters related to science and technology for poverty alleviation programmes; science and technology policy exchanges; research and innovation partnerships to support economic cooperation and employment creation; cooperation in global frontier research programmes and global research infrastructures; support for African continental and regional science and technology programmes; strengthening the multilateral science and technology dialogue and partnerships; exploiting synergy between multilateral and bilateral science and technology cooperation; human capital development and global mobility of researchers; and concerted and targeted cooperation in specific science and technology thematic areas as jointly identified by the Parties".

Het samenwerkingsverband omvat onder meer de toepassing van wetenschap en technologie voor armoedebestrijdingsprogramma's; uitwisseling op het gebied van wetenschappelijk en technologisch beleid; onderzoek- en innovatiepartnerschappen ter ondersteuning van economische samenwerking en het scheppen van werkgelegenheid; samenwerking bij wereldwijde programma's voor speerpuntonderzoek en wereldwijde onderzoekinfrastructuur; steun voor Afrikaanse wetenschappelijke en technologische programma's op continentaal en regionaal niveau; versterking van de multilaterale wetenschappelijke en technologische dialoog en partnerschappen; benutting van de synergie tussen multilaterale en bilaterale wetenschappelijke en technologische samenwerking; ontwikkeling van het menselijk potentieel en mondiale mobiliteit van onderzoekers; gecoördineerde en gerichte samenwerking op specifieke wetenschappelijke en technologische themagebieden die door de partijen gezamenlijk worden vastgesteld".

(3) The wide range of activities carried out in the Member States (by a public sector body or natural or legal persons) and by various international organisations and programmes such as FAO, the European Cooperative Programme for Crop Genetic Resources Networks (ECP/GR), the Consultative Group on International Agricultural Research (CGIAR), the Global Forum on Agricultural Research (GFAR), the Agricultural Research for Development (ARD) regional and subregional organisations supported by the Community, the European Regional Focal Point (ERFP) of National Coordinators for the Management of Farm Animal Genetic Resources, the European Forest Genetic Resources Programme (Euforgen) and the related commitments of the ongoing Ministerial Conference on the protection of forests in Europe (MCPFE) to which the Community is signatory call for an effective information exchange and close coordination between the Community main actors and with the relevant organisations throughout the world with regard to the conservation, characterisation, collection and utilisation of genetic resources in agriculture so as to enhance their positive impact on agriculture.
(3) De uitlopende activiteiten in de lidstaten (door overheidsinstanties dan wel natuurlijke of rechtspersonen) en van diverse internationale organisaties en programma's zoals de FAO, het Europese samenwerkingsprogramma voor genetische hulpbronnen (ECP/GR), de Adviesgroep internationaal landbouwonderzoek (CGIAR), het Mondiaal Forum voor landbouwkundig onderzoek (GFAR), de door de Gemeenschap gesteunde regionale en sub-regionale organisaties voor landbouwkundig onderzoek ten behoeve van ontwikkeling (ARD), het Europees regionaal contactpunt (ERFP) van nationale coördinatoren voor het beheer van de genetische hulpbronnen van landbouwhuisdieren, het Europees Programma voor genetische hulpbronnen in de bosbouw (Euforgen) en de relevante verbintenissen in het kader van de lopende ministeriële conferenties over de bescherming van de bossen in Europa (MCPFE) vereisen een doeltreffende uitwisseling van gegevens en een nauwe coördinatie tussen de belangrijkste actoren in de Europese Gemeenschap en de betrokken organisaties over de hele wereld op het gebied van de instandhouding, de karakterisering, de verzameling en het gebruik van de genetische hulpbronnen in de landbouw om de positieve gevolgen daarvan voor de landbouw te versterken.
