Urges the partners to jointly develop a comprehensive approach to Afghanistan for the post-2014 period, in coordination with the Afghan government; stresses that properly trained and equipped Afghan military and police forces, together with human and socio-economic development, good governance and pro-rule of law policies, will be vital for peace, stability and security in the country, while a much stronger commitment from Afghanistan’s neighbours to these goals will also be required; also stresses the need for a democratic and inclusive political process in the country; recognises the fundamental role that has been played by NATO in coordinating the security response to the terrorist threat in Afghanistan, including reconstruction and rehabilitation, and recognises the potential role of NATO in the post-2014 period;

Regarding the future strategy to foster the economic development of Kosovo, the Commission intends to continue with all available instruments, including future pre-accession financial assistance, to further promote EU compatible reforms and socio-economic development. The European Partnership adopted by the Council on 30 January 2006 will be a key tool for guiding Kosovo’s efforts.

The CAP is currently plagued by inconsistencies. Firstly, there is a great deal of inconsistency between a first pillar with an approach primarily geared to production, and a second pillar geared to rural development. This situation is aggravated by the insistence on transferring resources from the first to the second pillar without questioning the dominant market-support model. This support model is generally based on volumes produced, and is still far from putting into practice the formal declarations made by the EU in favour of multifunctional agriculture, food security, economic and social cohesion and sustainable development. Remedying this situation requires: (a) strengthening the eco-conditionality of market aid from the angle of sustainable development; (b) consolidating restructuring measures within the COMs, which might be given a contractual focus in order to ensure consistency with sustainable rural development; (c) introducing rural conditionality into market aid, seeking greater complementarity between the first and second pillar and preserving multifunctional family-based farming throughout the EU; and (d) defining four separate functions within the second pillar, one in favour of agri-environmental measures (geared exclusively towards palliating the negative external factors arising from production-oriented agriculture), one in favour of biodiversity, one in favour of multifunctional socio-economic development, and finally a fourth function in favour of food quality and security.

– (IT) Mr President, this debate has already revealed substantial convergence of all the positions around an awareness of the importance of the Euro-Mediterranean Partnership’s development of the Barcelona Process in defining the very essence of Europe and its strategy at the dawn of the third millennium, in terms of peaceful coexistence in an atmosphere of stability and security for its peoples, and of a socio-economic development plan and project which is also based on total respect for fundamental human, civil and political rights. All this helps to shape the development of the Euro-Mediterranean Partnership and give it direction.
- (IT) Mijnheer de Voorzitter, uit dit debat blijkt reeds dat er ruime overeenstemming bestaat over het belang van de ontwikkeling van een Euro-mediterraan partnerschap. Dit partnerschap zal in het kader van het proces van Barcelona een stempel drukken op de hoedanigheid en de strategie van Europa, op het Europa van het begin van het derde millennium. Het zal van doorslaggevend belang zijn voor de vooruitzichten op een vreedzame samenleving, op stabiliteit en veiligheid onder de volkeren, op sociale en economische ontwikkeling, op een ontwikkeling die eveneens strikte eerbiediging van de mensenrechten, de burgerrechten en de politieke grondrechten kan garanderen.

Consequently we agree to lay a firm foundation for a human-centred, equitable and sustainable development based on sound macro-economic policies, social justice and the rule of law, and collective self-reliance.we recognise the contribution of the Lomé Convention to the economic, political, social and cultural development of the ACP countries and the need to strengthen this relationship on the basis of a renewed, true and more equitable partnership.we are determined to ensure that.future ACP-EU cooperation constitutes one of the effective and coherent frameworks for facilitating the achievement of the ACP"s socio-economic development objectives".
Voorts wordt onderstrepen zij dat de ontwikkeling van de ACS-landen in de eerste plaats de verantwoordelijkheid van deze landen en van hun volkeren zelf is en dat zij zijn overeengekomen een solide basis te leggen voor een billijke en duurzame ontwikkeling die op de mens is gericht en die wordt ondersteund door een gezond macro-economisch beleid, sociale gerechtigheid, de rechtsstaat en de collectieve autonomie. Tevens erkennen zij de bijdrage van de Overeenkomst van Lomé aan de economische, politieke, sociale en culturele ontwikkeling van de ACS-landen, alsmede de noodzaak deze betrekkingen te versterken op basis van een hernieuwd, daadwerkelijk en billijker partnerschap.
