The European Regional Development Fund and the European Social Fund support the ‘Investment for growth and jobs’ goal in all regions corresponding to level 2 of the common classification of territorial units for statistics (hereinafter referred to as ‘NUTS level 2’), which was established by Regulation (EC) No 1059/2003 of the European Parliament and of the Council (2) as amended by Commission Regulation (EC) No 105/2007 (3).

In planning terms this means operational interoperability between individual territorial units and measures to bridge the gap between them and make them more accessible. Action to enhance the relative advantages of each region and, where appropriate, achieve greater specialisation in economic, social and environmental terms, as well as overcoming disadvantages, is a precondition for the conservation of territorial diversity and greater cohesion. Furthermore, the functional differences between EU territorial units mean that they are interactive, interdependent and complementary.

Calls on the Member States, using appropriate monitoring mechanisms, to ensure that foreign enterprises operating in the EU respect all legislation in force in the Single Market, including social and environmental standards, ensure the protection of patents and contribute to efforts promoting the sustainability of employment when they purchase European businesses or set up subsidiaries in the EU; asks the Commission and Member States to set up a body entrusted with the ex ante evaluation of foreign strategic investment, along the lines of the Committee on Foreign Investment in the United States (CFIUS), in order to obtain a clear picture of businesses operating and investing in the territory of the EU, and to report to the parliament on a regular basis;

The available basis unit of measurement of the EU cohesion policy (NUTS 2) makes the social and economic factors of these territorial units of the different countries comparable.
