Emphasises that the EU’s coordinated active labour market measures such as publicly funded work programmes for young people, and the creation of new, sustainable and good jobs – which are properly remunerated – and new businesses, as well as the promotion of a business culture in schools, incentives for new initiatives, technical assistance for start-ups, administrative simplification to speed up formalities, local service networks to facilitate management, and links with universities and research centres to promote product and process innovation, recognition of voluntary work as professional experience and the promotion of entrepreneurship are essential elements for successfully tackling youth unemployment and supporting inclusive growth; emphasises that EU funding available for young people from instruments such as the European Social Fund, the mobility programmes (Erasmus, Socrates, Leonardo) and the YOUTH programme should be used in a more effective, accessible, transparent and coordinated way, because the diversity of funding makes it difficult for youth organisations to access funding that answers their needs; stresses the need for funding for young people that is easy accessible, can be managed by volunteers and small organisations where applicable, and allows overarching measures to be funded that integrate several dimensions such as employment, mobility, social integration and cultural activities;

4. The Board of Supervisors shall adopt, before 30 September of each year, on the basis of a proposal by the Management Board, the work programme of the Authority for the coming year, and shall transmit it for information to the European Parliament, the Council and the Commission.

In the framework of this joint work programme, the social partners have started work on a number of issues including annual reporting on social partners' initiatives in Member States to implement the employment guidelines, annual reporting on the implementation of their framework of actions on the lifelong development of competencies and qualifications, negotiations with a view to drafting a framework for action on gender equality, negotiations with the aim of concluding a voluntary framework agreement on stress at work, and orientations for reference in managing the social consequences of change, as well as the organisation of national seminars to promote the development of social dialogue in the acceding countries.
In het kader van dit gezamenlijk werkprogramma hebben de sociale partners onder andere een begin gemaakt met de jaarlijkse verslaglegging over de initiatieven van de sociale partners in de lidstaten ter uitvoering van de werkgelegenheidsrichtsnoeren, de jaarlijkse verslaglegging over de uitvoering van hun maatregelen op het gebied van de levenslange ontwikkeling van vaardigheden en kwalificaties, besprekingen met het oog op de opstelling van een actiekader inzake gelijkheid van mannen en vrouwen, besprekingen met het oog op de sluiting van een vrijwillige raamovereenkomst inzake stress op het werk, de opstelling van richtsnoeren voor de beheersing van de sociale gevolgen van veranderingen, en de organisatie van nationale seminars ter ontwikkeling van de sociale dialoog in de toetredende landen.

Considers that the new economic and social agenda requires new legislative proposals and revision of existing legislation throughout the new social action programme, including measures to reconcile flexibility and security in new patterns of work organisation and atypical work; information and consultation of workers; social protection; equal opportunities; the fight against discrimination; and health and safety at work;
