For the purpose of this Regulation, ‘civil society organisations’ are non-State, non-profit making actors operating on an independent and accountable basis which include: non governmental organisations, organisations representing indigenous peoples, organisations representing national and/or ethnic minorities, diaspora organisations, migrants' organisations in partner countries, local traders' associations and citizens' groups, cooperatives, employers associations and trade unions (social partners), organisations representing economic and social interests, organisations fighting corruption and fraud and promoting good governance, civil rights organisations and organisations combating discrimination, local organisations (including networks) involved in decentralised regional cooperation and integration, consumer organisations, women's and youth organisations, environmental, teaching, cultural, research and scientific organisations, universities, churches and religious associations and communities, the media and any non governmental associations and independent foundations, including independent political foundations, likely to contribute to the implementation of the objectives of this Regulation.
Voor de toepassing van deze verordening wordt onder „maatschappelijke organisaties” verstaan niet-winstgevende niet-overheidsactoren die op een onafhankelijke en verantwoordingsplichtige basis werken. This appropriation is intended to cover the financing of the social partners’ participation The actions financed should help social partner organisations to address in the European employment strategy and of the social partners’ contribution to addressing the overarching challenges facing European employment and social policy as laid down in the Europe 2020 Strategy and the Social Agenda and within the context of Union initiatives to address the consequences of the economic crisis and to contribute to the improvement and dissemination of knowledge of industrial relations institutions and practices.

Calls on the Commission, the Member States and the European social partners to take on board an ambitious approach to developing the Alliance for Apprenticeship which will be launched in July 2013, and also to support European, national, regional and local campaigns for changing perceptions of vocational education; believes the Alliance should organise a regular discussion forum on the monitoring of the European apprenticeship strategy with all relevant European, national, regional and local stakeholders; stresses that access to funding should be provided to facilitate cross-border training activities that enable companies and social partner organisations to become involved in establishing dual education systems;
61. verzoekt de Commissie, de lidstaten en de Europese sociale partners om een ambitieuze aanpak te volgen voor de ontwikkeling van de Alliantie voor leerlingplaatsen die in juli 2013 wordt gelanceerd, en ook om Europese, nationale, regionale en plaatselijke campagnes voor een mentaliteitsverandering ten aanzien van beroepsopleidingen te ondersteunen; is van mening dat de Alliantie regelmatig een forum moet organiseren voor discussie met alle relevante Europese, nationale, regionale en plaatselijke belanghebbenden over het toezicht op de Europese strategie inzake leerlingplaatsen; benadrukt dat moet worden voorzien in toegang tot financiering ter vergemakkelijking van grensoverschrijdende opleidingsactiviteiten waardoor bedrijven en organisaties van sociale partners betrokken kunnen worden bij het opzetten van duale onderwijsstelsels;

U. whereas the ‘Orientations for reference in managing change and its social consequences’ drawn up by the social partners in October 2003 have, however, not been followed by any legislative measure although they have been followed by two cycles of national seminars held by the social partners in the framework of their pluriannual work programmes; whereas these are still largely unknown not only from the national and sectorial social partners' organisations, but also, and more importantly, from companies and their workers' representatives; whereas, however, timely and effective observance of the principles enshrined in those Orientations and resulting also from many other studies and reports would be of great importance; whereas, since company practices in this field are frequently reactive rather than proactive, they intervene too far downstream of the decision-making process and do not involve external entities that could play a role in attenuating its social impact either sufficiently or in a sufficiently timely manner;
U. overwegende dat de door de sociale partners in oktober 2003 opgestelde „Richtsnoeren inzake verandermanagement en de sociale gevolgen ervan” echter niet zijn gevolgd door enige wetgevingsmaatregel, hoewel er wel twee cycli van seminars in de lidstaten door de sociale partners zijn georganiseerd in het kader van hun meerjarige werkprogramma's; overwegende dat deze richtsnoeren nog grotendeels onbekend zijn, niet alleen die van de nationale en sectorale organisaties van sociale partners, maar ook, wat van nog groter belang is, van ondernemingen en de vertegenwoordigers van hun werknemers; overwegende echter dat de tijdige en doeltreffende naleving van de beginselen die in die richtsnoeren zijn opgenomen en ook naar voren komen in vele andere onderzoeken en verslagen van groot belang zou zijn; overwegende dat de werkwijzen van ondernemingen op dit gebied vaak reactief zijn in plaats van proactief, te ver verwijderd zijn van het besluitvormingsproces en onvoldoende of te laat beroep doen op externe entiteiten die kunnen helpen de sociale gevolgen te beperken;

The three European general cross-industry social partner organisations (ETUC, CEEP and BUSINESSEUROPE, formerly named UNICE) and the European cross-industry social partner organisation representing a certain category of undertakings (UEAPME) informed the Commission on 11 September 2008 of their wish to enter into negotiations, in accordance with Article 138(4) and Article 139 of the EC Treaty , with a view to revising the Framework Agreement on parental leave concluded in 1995.
De drie Europese algemene brancheoverkoepelende organisaties van sociale partners (het EVV, het CEEP en BUSINESSEUROPE, voorheen de UNICE), en de Europese brancheoverkoepelende organisatie van sociale partners die een bepaalde categorie ondernemingen vertegenwoordigt (UEAPME) hebben de Commissie op 11 september 2008 overeenkomstig artikel 138, lid 4, en artikel 139 van het VEG in kennis gesteld van hun wens om onderhandelingen aan te gaan, met als doel de raamovereenkomst inzake ouderschapsverlof van 1995 te herzien.

In addition, participation in the measures is also open to all public and private organisations cooperating with education establishments, particularly: a) local and regional authorities and organisations; b) associations working in the field of education; c) parents' associations; d) enterprises and groups of enterprises, and professional organisations; e) chambers of commerce and industry; f) social partner organisations at all levels; g) research centres and organisations.

* Inter-professional and sectoral social dialogue: Following a call for proposals at the beginning of 1999 addressed to the European social partner organisations, support is being provided to nine projects in the areas of new forms of work organisation, new training methodologies and new forms of dialogue.
* Sociale dialoog met beroeps- en brancheorganisaties. Begin 1999 is een oproep aan de organisaties van sociale partners in Europa gedaan om voorstellen in te dienen.
