With a view to promoting small–scale coastal fishing, Member States having a significant small– scale coastal fishing segment should attach, to their operational programmes, action plans for the development, competitiveness and sustainability of small-scale coastal fishing.

These include: considering the area corresponding to their exclusive economic zones as an exclusive access zone; ensuring Community support for the renewal and modernisation of fishing fleets; creating a Community programme to support small-scale inshore fishing; providing Community support for scientific fisheries research and the protection and recovery of fish stocks; introducing socio-economic measures to compensate fishermen for the impact of measures to conserve fishery resources, and reinforcing and continuing Community support such as POSEI - Fisheries.

In line with the report of the Committee on Fisheries on inshore fishing, the rapporteur stresses that the specific nature of small-scale inshore fishing and artisanal fishing should be recognised in the CFP and that the current instruments should be adapted to respond to the needs of this sector.
In navolging van het verslag van de Commissie visserij over de kustvisserij dringt de rapporteur er ook op aan dat de specifieke aard van de kleinschalige kustvisserij en de ambachtelijke visserij in het kader van het GVB wordt erkend en dat de vereiste aanpassingen worden gedaan opdat met de bestaande instrumenten aan de behoeften van de sector kan worden voldaan.

The Commission needs to recognise small-scale inshore fishing and traditional fishing as a special case within the common fisheries policy, while taking account of the fact that certain coastal areas, particularly in island or outermost regions, are heavily dependent on fishing and the satellite industries that it generates.

X. whereas small-scale inshore fishing can, with appropriate monitoring, provide a good example of sustainable, marine environment-friendly development; whereas, nevertheless, it is very important to bear in mind that coastal areas are the main breeding and spawning grounds for an extremely large number of species, and for that reason inshore fishing should also be subject to strict surveillance with regard to the size and age of the fish caught,
