This Directive aims to harmonise the rules and procedures for ramp inspections of third country aircraft landing at airports located in the Member States in order to establish and maintain a high uniform level of civil aviation safety in Europe.

Such information shall at the request of a competent authority include a list of airports of the Member State concerned that are open to international air traffic, with an indication, for each calendar year, of the number of ramp inspections performed and the number of movements of third-country aircraft at each airport on that list.

Efforts to harmonise provisions and procedures governing ramp inspections are aimed primarily at ensuring safety, and in doing so will also help to counteract distortions of competition in a sector that has been extensively liberalised in recent years. Equal implementation of inspection procedures will at all events prevent third-country aircraft from diverting to different airports within the Union as a way of evading checks.
Deze harmonisering van voorschriften en procedures voor platforminspecties dient primair een veiligheidsdoel en gaat daarnaast concurrentieverstoring tegen binnen een sector die in de afgelopen jaren sterk is geliberaliseerd. Gelijke toepassing van inspectieprocedures voorkomt immers dat een vliegtuig uit een derde land uitwijkt naar een andere luchthaven binnen de Unie, om controles te ontlopen.
