The CFI points out, however, that Article 86(2) of the Treaty contains a derogation for firms entrusted with the operation of services of general economic interest, " so that the grant of state aid may escape the prohibition laid down in Article 87 of that Treaty provided that the sole purpose of the aid in question is to offset the additional costs incurred in performing the particular task assigned to the undertaking entrusted with the operation of a service of general economic interest and that the grant of the aid is necessary in order for that undertaking to be able to perform its public service obligations under conditions of economic equilibrium".

(8) To facilitate the preparation of tenders, and hence enhance competition competent authorities need to ensure that, whilst protecting business secrets, all public service operators interested in making such a submission receive certain information on the transport services and infrastructure covered by the public service contract that prevents them from being deemed to have been discriminated against by the contracting authority with regard to other competitors .

We staan aan het eind van een lang debat, dat we hier in het Europees Parlement meer dan vier regeerperioden hebben gevoerd, te beginnen in 1992 met de publicatie van een witboek van de Europese Commissie via de ontwikkeling van de posterijen, via de aanvaarding van een eerste richtlijn in 1997, de verdere ontwikkeling van deze richtlijn in 2002, en nu, aan het begin van 2008, na meer dan vijftien jaar, zijn we er hopelijk in geslaagd samen een verstandige regeling aan te nemen.

Considers that it would be a mistake to adopt an approach to SSGIs which juxtaposes the rules on competition, State aid and the internal market on the one hand, and concepts of public service, general interest and social cohesion on the other; considers, on the contrary, that it is necessary to reconcile them by promoting positive synergies between the economic and social aspects; asserts, however, that in the case of SSGIs, the rules on competition, State aid and the internal market must be compatible with public service requirements, and not vice versa;

Recognising the crucial importance of well-functioning, accessible, affordable and high-quality services of general interest for the quality of life of European citizens, the environment and the competitiveness of European enterprises, the European Commission adopted a Green Paper on services of general interest, [2] which launched a broad public consultation on how best to promote the provision of high-quality services of general interest in the European Union.
