The Administrative Board should be empowered to take any decision which may ensure that the Agency is able to accomplish its tasks with the exception of the security accreditation tasks, which should be entrusted to a Security Accreditation Board for European GNSS systems (hereinafter the ‘Security Accreditation Board’).

(21) The Security Accreditation Board, rather than the Administrative Board, should prepare and approve that part of the Agency's work programmes describing the operational activities associated with the security accreditation of the systems, as well as that part of the annual report concerning the activities and prospects of the Agency with regard to the systems' security accreditation activities.
(21) Het is wenselijk dat het gedeelte van de werkprogramma's van het Agentschap over de operationele activiteiten in verband met de veiligheidsaccreditatie van de systemen, alsmede het deel van het jaarverslag over de activiteiten en de vooruitzichten in verband met de veiligheidsaccreditatie van de systemen, door de Raad voor de veiligheidsaccreditatie, en niet door de Raad van bestuur, worden opgesteld en goedgekeurd.

(9) In addition, in the interests of preserving the independence of the Security Accreditation Board and avoiding any conflicts of interest, it is essential for the Security Accreditation Board and the Agency staff under its control to carry out their work autonomously and independently with regard to the Agency's other activities, in particular vis-à-vis the operational activities associated with the exploitation of the systems, and for the Agency's internal rules on staff to ensure the autonomy and independence of the staff performing the security accreditation activities vis-à-vis staff carrying out other Agency activities.
(9) Bovendien is het – nogmaals met het oog op het behoud van de autonomie van de Raad voor de veiligheidsaccreditatie en om elk belangenconflict te vermijden – essentieel dat in de eerste plaats de Raad voor de veiligheidsaccreditatie en het personeel van het Agentschap dat onder zijn toezicht staat hun werkzaamheden op een autonome en onafhankelijke wijze verrichten ten opzichte van de andere activiteiten van het Agentschap, met name ten opzichte van de operationele activiteiten in verband met de exploitatie van de systemen, en dat in de tweede plaats de interne voorschriften op personeelsgebied van het Agentschap borg staan voor de autonomie en de onafhankelijkheid van het personeel dat de veiligheidsaccreditatie verricht ten opzichte van het personeel dat andere activiteiten van het Agentschap verricht.
